Mizoram State Education Minister Lalchhandama Ralte, said on Tuesday, that the student enrollment in state government schools increased ‘significantly’ as educational institutes began reopening after they were shut because of the Covid-19 pandemic for a period of two years. Mizoram schools reopened for all classes.

GOVERNMENT STEPS TO IMPROVE EDUCATION

The State Education Minister said, “The state government has taken several steps to improve the education system and recruit more teachers, which in turn, prompted parents to send their children to government schools.”

RISE IN GOVERNMENT SCHOOL ENROLLMENT

The State Education Minister further said during a meeting at the Sakawrdai village that as per reports received from several schools across the state, the number of student enrollment in government schools has ‘significantly increased’.

The Sakawrdai village lies in the northeastern part of the Mizoram bordering Manipur.

He further said that in certain schools, enrollment has surged by twofold, necessitating the construction of new classrooms or the expansion of existing ones in a few locations.

COMMON UNIFORM FOR GOVERNMENT SCHOOLS

Mizoram Human Resources Development Board had earlier proposed to implement a common uniform for all government schools in Mizoram The was then approved by the State Education Minister Lalchandama Ralte.

Manipur town bordering Myanmar emerges smuggling hotspot

Police commandos led by SP Shrey Vats on Thursday arrested a van driver and seized 18 bars of gold, believed to have been smuggled in from Myanmar. The arrest took place at the Pallel police station in Kakching district. The gold bars weighed 166 gm each.

The driver, identified as Prakash Khetri (23) from Moreh town bordering Myanmar, said he had smuggled the gold bars from his hometown in Tengnoupal district. Khetri and the seized gold bars have been handed over to the customs department for necessary action.

The police said the van coming from the border town was intercepted and searched based on intelligence received on gold smuggling.

Apart from drugs, gold and precious stones are also being smuggled through Manipur which has become a conduit for all kinds of contraband goods including sophisticated weapons.

On Wednesday evening, a combined team of police personnel from the 43 Assam Rifles had made a significant arrest of three drug traffickers from Assam, police sources said. Brown sugar worth ₹1.44 crore in the international market was recovered from them, who were identified as Sahidur Aslam, Alimuddin Khan and Alam Ali. Hailing from Karimganj district of Assam, they are reported to have come to Moreh to buy drugs.

They are said to have confessed to procuring the substance from a tribal drug trafficker and Moreh resident Peter Khambilien who was also nabbed. All of them have been handed over to the Moreh police.

Also on Thursday, the police recovered 684 gm brown sugar packed inside 60 concealed soap cases from a jeep coming from Moreh at the Kondong Lairembi checkpost. The alleged traffickers were travelling from Moreh towards Assam.

Manipur Chief Minister N. Biren SIngh expressed happiness over the seizure of drugs and the arrests in the State in the past few days. Apart from coming down on drug smuggling, the Manipur government has taken measures to destroy poppy plants grown in the hill areas.

Venture capital fund exits in Indian startups grew over ten-fold to surge past $14 billion in 2021 over the previous year, a recent report by Bain & Company in collaboration with Indian Venture and Alternate Capital Association finds. This was across secondary transactions and initial public offerings (IPOs), with the latter accounting for a significant 40% of the total exit value.

A major share of the exit value was constituted by three exits last year: BillDesk acquisition by PayU, Paytm and Zomato IPOs, a Financial Express report said. Secondary and strategic sales from over 60 deals accounted for the remaining 60% of the overall exit value, equaling $8.7 billion. One of the reasons for this has been the surge in interest from investors globally.

The growth also comes in the light of subdued activity as a result of the pandemic prior to 2021. The value of exits in 2019 and 2020 stood at mere $4.4 billion and $1.4 billion respectively.

Investment in startups in the country has also seen an uptick, with players in consumer tech, fintech and software as a service (SaaS) being particularly dominant. The boom continues this year with 13 startups already turning unicorns so far.

It's no secret that children are full of empathy and compassion. Sometimes, they are also capable of assuming the role of a babysitter or a caretaker for someone younger than them.

Be it consoling or babysitting, the art of caring comes naturally to some children. Not so long ago, a heartwarming video from Arunachal Pradesh a little girl consoling her emotional classmate, who was crying.

This time, a photo of a 10-year-old Manipuri girl attending school with her younger sister in her lap has drawn the attention of netizens and Manipur Power, Forest, and Environment Minister Th. Biswajit Singh.

The 10-year-old student of class 4, identified as Meiningsinliu Pamei, went to school on the day while babysitting her little sister because her parents were tied up with farming duties.

The moving photo drew the attention of Biswajit Singh, who wrote: "Her dedication for education is what left me amazed! This 10-year-old girl named Meiningsinliu Pamei from Tamenglong, Manipur attends school babysitting her sister, as her parents were out for farming and studies while keeping her younger sister in her lap."

The minister informed that he was able to contact the little girl's family and asked them to bring Meiningsinliu to Imphal.

Singh added that he will take care of Meiningsinliu's education until her graduation.

“As soon I noticed this news on social media, we trace her family & asked them to bring her Imphal. Spoke to her family that I will personally take care of her education till she graduates. Proud of her dedication,” Singh tweeted.

According to reports, Meiningsinliu family resides Tamenglong district in northern Manipur. She studies at Dailong primary school in Tamenglong district of Manipur.

The photo has left a lasting impression on netizens, who lauded the little girl for her dedication to education and her sister.

"Such dedicated children leave us speechless but proud of this nation who keeps giving us such strong children who are the reason of this nations might," a user wrote.

"It is absolutely heartening and her dedication at this tender age is commendable," wrote another.

Phangnon Konyak is Nagaland's first woman Rajya Sabha MP

: S Phangnon Konyak was on Thursday elected unopposed as the Rajya Sabha member from Nagaland. With the tenure of incumbent Rajya Sabha MP from Nagaland K G Kenye ending on April 2, the election was scheduled to be held on Thursday.

Returning Officer, Biennial Election to the Council of States, Khruohituonuo Rio informed that as there was only one candidate till the last date for filing nominations, no poll was conducted. Therefore, Konyak has been declared duly elected unopposed to fill up the vacancy in the Rajya Sabha for the State of Nagaland, she said. She is the first woman from the state to get a berth in Parliament's Upper House.

Konyak, the president of BJP Nagaland Mahila Morcha, who stood as the consensus candidate of the ruling United Democratic Alliance (UDA), is also the first Bharatiya Janata Party (BJP) member from Nagaland to be sent to Parliament.

"S Phangnon Konyak sponsored by the BJP has been declared duly elected uncontested to fill the seat in the Council of States [Rajya Sabha] from Nagaland State, the term of which is due to expire on 2nd April 2022," chief electoral officer V Shashank Shekhar said in a press release. In the 60-member assembly, NDPP has 21 MLAs, NPF 25, BJP 12 and two Independent MLAs, all of whom joined hands in September 2021 to form UDA for facilitating an early solution to the vexed Naga political dialogue.

Congratulating Phangnon Konyak on being elected unopposed, Chief Minister Neiphiu Rio expressed confidence that she will represent Nagaland state exceptionally well. Rio also wished her the best for a successful tenure. "It's a great journey for any women of Nagaland… it's historical" said BJP Nagaland president and cabinet minister Temjen Imna Along. Konyak is in Delhi and could not be reached for comments.

SPYAIR Vocalist IKE Leaves Band

Japanese pop rock band SPYAIR today announced that their vocalist, IKE, has decided to leave the group, following unsuccessful treatment for his ulcerative colitis. IKE states that the chronic disease was first discovered in summer 2019, and he eventually recovered, but it was found to have relapsed in January this year.

Since SPYAIR's formation in 2005, IKE has made his voice heard on many iconic anime series, including Bleach, Gintama, Haikyu!! and Mobile Suit GUNDAM Iron Blooded Orphans. The remaining members of the group — UZ, MOMIKEN and KENTA — will carry on as SPYAIR, though their upcoming concert dates in May and June have been cancelled.

Modi govt reduces areas under AFSPA in Nagaland, Manipur & Assam

Reduction in areas under AFSPA is a result of ‘improved security situation’, Home Minister Amit Shah says.

New Delhi: Several districts across Nagaland, Assam and Manipur have been removed from the list of “disturbed areas” that fall under the controversial Armed Forces (Special Powers) Act, the Ministry of Home Affairs (MHA) announced Thursday.

Reduction in areas under AFSPA was a result of “improved security situation”, Home Minister Amit Shah said in a statement on Twitter.

The move came three months after 14 civilians were killed in an Army ambush in Nagaland’s Mon district, followed by a spate of protests demanding withdrawal of AFSPA from the state.

In Nagaland, where AFSPA has been in place since 1995, areas under 15 police stations across seven districts will be removed from the disturbed areas list and will no longer fall under AFSPA.

In Assam, which has been under AFSPA since 1990, 24 districts (23 completely, and one partially) have been removed from that list. In Manipur, which has been under AFSPA (except Imphal Municipality area) since 2004, areas under 15 police stations across six districts have been removed.

The demands for the repeal of AFSPA, an Act that gives sweeping powers to the armed forces to arrest without warrants and even shoot to kill in certain situations in ‘disturbed areas’, from Nagaland and other north-eastern states has persisted for years and only grew louder following the Mon incident.

After the episode, the Narendra Modi government on 27 December instituted a high-level committee chaired by a secretary-level officer to examine the possibility of withdrawing AFSPA from Nagaland.

According to sources in the MHA, the panel’s recommendations were accepted and it was decided that AFSPA could be lifted from certain areas in a phased manner.

Speaking about the latest move, Shah said the “fast tracked development due to the consistent efforts and several agreements to end insurgency and bring lasting peace in the North East” played a role in the decision.

AFSPA was completely removed from Meghalaya in 2018 and Tripura in 2015. At the time, the Act was in force in three districts of Arunachal Pradesh.

‘Improved security situation, constant engagement’

According to the MHA statement, in 2021 there has been a 74 per cent fall in incidents of militancy in the Northeast in comparison to 2014. The ministry also said that deaths of security personnel too have fallen by 60 per cent and deaths of civilians by 84 per cent, showing “improved security situation” in the states.

“The consistent efforts of the Government and improvement in the security situation in the Northeast led to reduction of the disturbed areas under AFSPA in Nagaland, Assam and Manipur after decades,” the statement said.

Shah has constantly engaged with the states in the Northeast, holding dialogues on a regular basis resulting in most of the extremist groups laying down their arms, it added.

“Today all these persons have become a part of the democratic process and are participating in the  development of the North East. About 7,000 militants have surrendered in the last few years,” the ministry said.

The statement noted that the Government of India has also signed several agreements to end insurgencies and bring peace to the Northeast in the last three years.

These include the Bodo Accord signed in January 2020, which resolved the five decades long Bodo problem of Assam; the Karbi-Anglong Agreement of 4 September 2021, which resolved the long standing dispute over the Karbi region of Assam; the NLFT (SD) agreement signed in August 2019 to bring militants into the mainstream of society in Tripura; and an agreement signed on 16 January 2020 to resolve the 23-year-old Bru-Reang refugee crisis, under which 37,000 internally displaced persons are being resettled in Tripura.

On 29 March, an agreement resolving disputes along boundaries of Assam and Meghalaya was also signed.

A new Broad Gauge railway line is currently under construction from Bairabi of Assam’s Hailakandi district to Sairang of Mizoram’s Aizawl district covering 52 km.

In a recent development in the railway sector of the northeastern region, the capital city of Mizoram, Aizawl is all set to get railway connectivity in the upcoming year.

As informed by the officials, this rail project has been proposed with the cost of Rupees 6,547 crore and is expected to be operational from next year.

The construction work will be completed on November 2023 and at present, 70 per cent of work on the BG line from Bairabi- Sairang is already done.

Apparently, one Chinese billionaire dies every 40 days: enjoy it while you can.

UPDATE: Chinese nationals aren't the only ones getting in on the China action, writes Business Insider. Tons of foreigners have also come to China to make their fortunes, and many have succeeded. Meet 11 billionaire foreigners here (slide show).

I'm no statistics whiz, but it seems to me that a Chinese billionaire dies every 40 days.

China Daily reported Friday that unnatural deaths have taken the lives of 72 mainland billionaires over the past eight years. (Do the math.)

Which means that if you're one of China's 115 current billionaires, as listed on the 2011 Forbes Billionaires List, you should be more than a little nervous.

Mortality rate notwithstanding, what's more disturbing is how these mega wealthy souls met their demise. According to China Daily, 15 were murdered, 17 committed suicide, seven died from accidents and 19 died from illness. Oh, yes, and 14 were executed. (Welcome to China.)

I don't know about you but I find it somewhat improbable that among such a small population there could be so many "suicides," "accidents" and "death by disease" (the average age of those who died from illness was only 48). I'm only speculating but the homicide toll could really be much higher.

Any way you look at it, of course, the life expectancy for the current crop of Chinese billionaires isn't pretty.

Hmangkhum Joute, the first president of the Hmar Inpui and who held that responsibility for two terms, left us for his eternal home at his residence at, Churachandpur on Sunday Morning, the Hmar Inpui said in a message, and shared the sorrow with the bereaved family. We wish them peace and comfort from God, it added. 

“Being the steadfast leader of the Hmar community in its trying times, his contributions towards the betterment of the Hmar people are enormous. Remembering the undaunted efforts during his tenure as the president, the Hmar Inpui has to bid him adieu with highest regards,” it added. 

Apart from his responsibilities in the Hmar Inpui, his selfless efforts during communal flares in Churachandpur and in Assam will never be forgotten. His contribution towards the running of Hmar National Union, a Hmar-centric Political Party, is also well accounted for, the message sadi.

In a message, the Kuki Inpi Manipur said that it is saddened to hear the demise of Hmangkhum Joute after a prolonged illness. 

During his tenure as president, he made immense contributions for peace and unity among the different Kuki tribes especially during the 1997-98 conflict in Churachandpur, the message said. 

“The Kuki Inpi Manipur expresses its anguish and condolence on his demise. Being a great and steadfast leader, his death is an irreparable loss and has created a great vacuum in the Kuki community which is  hard to fill,” it added. 

Former MP Mani Charenamei and his family, in a message said that Joute was a soft spoken, understanding and committed leader. Joute was a true teacher and his selfless service for the sake of the marginalised  tribal communities will be always remembered in all the years to come, it added. 

“His demise is a great loss not only for the Hmar Community but also for  the tribal community as a whole. We convéy our deepest condolences to the bereaved family.  We also pray to God for His love, protection and guidance upon the bereaved  at this darkest hour,” it added.

In Mexico, cartels are hunting down police at their homes

MEXICO CITY (AP) — The notoriously violent Jalisco cartel has responded to Mexico’s “hugs, not bullets” policy with a policy of its own: The cartel kidnapped several members of an elite police force in the state of Guanajuato, tortured them to obtain names and addresses of fellow officers and is now hunting down and killing police at their homes, on their days off, in front of their families.

It is a type of direct attack on officers seldom seen outside of the most gang-plagued nations of Central America and poses the most direct challenge yet to President Andrés Manuel López Obrador’s policy of avoiding violence and rejecting any war on the cartels.

But the cartel has already declared war on the government, aiming to eradicate an elite state force known as the Tactical Group which the gang accuses of treating its members unfairly.

“If you want war, you’ll get a war. We have already shown that we know where you are. We are coming for all of you,” reads a professionally printed banner signed by the cartel and hung on a building in Guanajuato in May.

“For each member of our firm (CJNG) that you arrest, we are going to kill two of your Tacticals, wherever they are, at their homes, in their patrol vehicles,” the banner read, referring to the cartel by its Spanish initials.

Officials in Guanajuato — Mexico’s most violent state, where Jalisco is fighting local gangs backed by the rival Sinaloa cartel — refused to comment on how many members of the elite group have been murdered so far.

But state police publicly acknowledged the latest case, an officer who was kidnapped from his home on Thursday, killed and his body dumped on a highway.

Guanajuato-based security analyst David Saucedo said there have been many cases.

“A lot of them (officers) have decided to desert. They took their families, abandoned their homes and they are fleeing and in hiding,” Saucedo said. “The CJNG is hunting the elite police force of Guanajuato.”

Numbers of victims are hard to come by, but Poplab, a news cooperative in Guanajuato, said at least seven police officers have been killed on their days off so far this year. In January, gunmen went to the home of a female state police officer, killed her husband, dragged her away, tortured her and dumped her bullet-ridden body.

Guanajuato has had the highest number of police killed of any Mexican state since at least 2018, according to Poplab. Between 2018 and May 12, a total of 262 police have been killed, or an average of about 75 officers each year — more than are killed by gunfire or other assaults on average each year in the entire United States, which has 50 times Guanajuato’s population.

The problem in Guanajuato has gotten so bad that the state government published a special decree on May 17 to provide an unspecified amount of funding for protection mechanisms for police and prison officials.

“Unfortunately, organized crime groups have shown up at the homes of police officers, which poses a threat and a greater risk of loss of life, not just for them, but for members of their families,” according to the decree.

“They have been forced to quickly leave their homes and move, so that organized crimes groups cannot find them,” it reads.

State officials refused to describe the protection measures, or comment on whether officers were to be paid to rent new homes, or if there were plans to construct special secure housing compounds for them and their families.

“This is an open war against the security forces of the state government,” Saucedo noted.

López Obrador campaigned on trying to deescalate the drug conflict, describing a “hugs, not bullets” approach to tackle the root causes of crime. Since taking office in late 2018, he has avoided openly confronting cartels, and even released one capo to avoid bloodshed, saying he preferred a long-range policy of addressing social problems like youth unemployment that contribute to gang membership.

But former U.S. Ambassador Christopher Landau said in April that López Obrador views the fight against drug cartels “as a distraction ... So he has basically adopted an agenda of a pretty laissez-faire attitude towards them, which is pretty troubling to our government, obviously.”

Unemployed Doctors Come Forward To Fight Covid In Mizoram

Aizawl: In a generous gesture, over 400 unemployed doctors, nursing students, laboratory technicians and pharmacists in Mizoram have voluntarily agreed to assist the government in Covid management, health officials said on Wednesday.

A health official said that responding to the state government’s appeal, 412 unemployed doctors, nursing students and laboratory technicians willingly engaged themselves in Covid-19 related works including sample collections, screening of patients, contact tracing, and providing care to the patients in Zoram Medical College (ZMC) and other Covid care centres.

“The state government has been facing huge shortages of skilled medical manpower. The voluntary engagement of 412 unemployed doctors, nursing students and laboratory technicians would be a great help for the authorities in dealing with Covid management,” the official said.

Of the 412, 37 are doctors and 144 are nurses, while the rest are laboratory technicians and pharmacists.

According to the official, around 900 doctors, nursing and para-medical students had voluntarily helped the Mizoram Health Department last year to deal with the pandemic.

A total of 8,032 positive cases have detected in the mountainous border state and on Wednesday, the active cases stood at 1,889 with 23 people succumbing to the disease.

Nagaland Goes For Total Lockdown, More Curbs In Other NE States

Guwahati/Kohima/Agartala:  The Nagaland government has clamped total lockdown across the state for eight days while Assam and the other six northeastern states extended the timings of curfew and imposed other restrictions to curb the alarming spread of Covid, officials said on Wednesday.

Assam, Manipur, Meghalaya, Tripura, Nagaland, and Arunachal Pradesh have shown continued increasing trend in daily new Covid cases.

In Kohima, health officials said that the High-Powered Committee on Covid-19 decided to impose a state-wide total lockdown starting from 6 p.m. on Friday till May 21.

Officials in Guwahati said that in the past one week (May 5-May 11), 5,215 new Covid cases were reported against 3,466 cases in the previous week (April 28-May 4) while 2,333 fresh cases reported in the earlier week (April 21-April 27).

The Assam government on Wednesday issued new standard operating procedures (SOPs) with effect from Thursday. According to the SOPs, the curfew timings across Assam have been advanced to 2 p.m. from the earlier 6 p.m.

The fresh SOPs, issued by Chief Secretary Jishnu Barua, said that all shops and commercial establishments would be shut down at 1 p.m. on all days instead of 2 p.m., weekly markets would not be allowed for 15 days, all educational institutions including schools, colleges and Universities must provide quality virtual options, and no physical classes would be allowed for 15 days, and all government and non-government offices would be closed for 15 days with effect from Thursday.

Director General of Police Bhaskar Jyoti Mahanta on Wednesday said that the police would register “attempt to murder” case if any one violates the SOPs.

Assam Chief Minister Himanta Biswa Sarma entrusted each of the 13 ministers to oversee the Covid management in at least two districts while he himself would look after the pandemic-related actions and necessities in Majuli district, the world’s largest river island.

After imposing night curfew and other restrictions, the Tripura government has declared three containment zones within the Agartala Municipal Corporation area.

The Manipur government has imposed total curfew in seven of the 16 districts till May 17. The seven include Imphal West and Imphal East districts. In the remaining districts, night curfew would in effect from 7 p.m. to 5 a.m.

The Meghalaya government extended the lockdown in East Khasi Hills district, where Shillong is located, till May 17.

Chief Secretary M.S Rao, in his order, said that weekend lockdowns would be enforced in the remaining 10 districts on May 15 and May 16. “Inter-state movement of people shall continue to be restricted. This shall not apply for transit vehicles of Assam, Tripura, Manipur and Mizoram,” the order said.

The Mizoram government has announced complete lockdown till 4 a.m of May 17 while Sikkim imposed lockdown-like restrictions till May 16. Arunachal Pradesh has imposed night curfew — from 6.30 pm to 5 am – till May 31.

Uber has been using a complex tax shelter involving around 50 Dutch shell companies to reduce its global tax bill, according to recent research from the Center for International Corporate Tax Accountability and Research.

In 2019, Uber claimed $4.5 billion in global operating losses (excluding the US and China) for tax purposes – in reality, it brought in $5.8 billion in operating revenue, according to CICTAR, an Australia-based research group.

Uber had previously disclosed details about its Dutch tax haven in 2019, when it moved its intellectual property from Bermuda to the Netherlands, but CICTAR’s research sheds more light on how the company has structured its network of shell companies.

“This is the Champions League of tax avoidance,” CICTAR principal analyst Jason Ward told Dutch news magazine De Groene Amsterdammer.

Uber did not immediately respond to a request for comment on this story.

Uber transfered its intellectual property through a $16 billion “loan” from one of its subsidiaries in Singapore that in turn owns one of Uber’s Dutch shell companies, a manuever that grants the company a $1 billion tax break every year for the next 20 years, the researchers found.

“Uber has supercharged their tax avoidance approach,” Ward told Insider, using an intellectual property tax break “to prevent future tax bills, turning it into a much more useful, viable tax structure in the Netherlands.”

CICTAR also found several of Uber’s Dutch subsidiaries hadn’t submitted mandatory financial reports, and in India, Uber paid less than a third of the 6% tax the country imposes on multinational companies, according to the report.

“India is in desperate need of public revenue” to help it combat COVID-19, yet companies like Uber are able to avoid cointributing to that effort through tax avoidance schemes, Ward told Insider.

In Australia, CICTAR found that Uber was underpaying its tax bill by $30.5 million (AUD$39 million), according to Groene Amsterdammer.

Uber’s sophisticated efforts to achieve little or no tax burden on multibillion-dollar global revenues highlights a long-standing challenge governments face in enforcing tax compliance among wealthy corporations and individuals across borders.

In response, some lawmakers around the world, including the US President Joe Biden, have lobbied for a global minimum tax and other measures to reduce tax avoidance, which the Tax Justice Network estimates costs governments $427 billion annually.

Mizoram: Eight-day lockdown imposed in Aizawl, other district headquarters

Amid an alarming surge in Covid-19 cases, the Mizoram government has decided to impose an eight-day lockdown in capital Aizawl and other district headquarters town from 3 May.

The decision was taken to curtain people's movement and activities, except essential services, for flattening the curve of the virus transmission and efficient testing, tracking and treatment, said a government order.

The lockdown would come into force at 4 am on Monday (3 May) and would remain in force till 4 am of 11 May.

There are 11 districts in Mizoram, including Aizawl.

"No resident of the Aizawl municipal area and other district headquarters town should step out of their homes during the lockdown, while intra-state movement or travelling outside the state will be allowed under exceptional or very essential case," the order said.

"State residents or visitors coming to Mizoram should enter the state only through those entry points currently opened by the state government and they will undergo mandatory Rapid Antigen Test for Covid-19," it added.

The government has mandated the returnees or visitors to undergo either home quarantine or at a government/hotel/community facility if tested negative.

Quarantine is not mandatory for people visiting the state for a short duration (lesser than 96 hours) provided they possess Covid negative certificates from ICMR recognised RT-PCR or Truenat or CBNAT labs. The certificates should not be older than 96 hours upon their arrival in the state.

Manipur HC orders safe passage to seven Myanmar nationals to approach UNHCR

In such a situation, insisting that they first answer for admitted violations of our domestic laws…would be palpably inhuman,” the bench observed.The High Court of Manipur on Monday ordered safe passage to seven Myanmar nationals, stranded at a border town in Manipur, to travel to the United Nations High Commissioner for Refugees (UNHCR) in New Delhi.

It is learnt that three of the seven Myanmar nationals are journalists working with Mizzima News, while the rest are their kin.

The order was issued by a division bench comprising Chief Justice Sanjaykumar and Justice Lanusungkum Jamir, in response to a petition filed by one Nandia Haksar. The petitioner approached the court to pass an order for safe passage to the seven Myanmar nationals to seek protection from UNHCR.

In the course of the hearing, the bench noted that though India has no clear refugee protection policy or framework, it does grant asylum to a large number of refugees from the neighbouring country. It further noted that India usually respects UNHCR’s recognition of the status of such asylum seekers, mainly from Afghanistan and Myanmar.

Citing this, the court observed that the seven in question are not ‘migrants’, as normally understood, but are ‘asylum seekers’.

“They did not enter our country with the clear-cut and deliberate intention of breaking and violating our domestic laws. They fled the country of their origin under imminent threat to their lives and liberty. They aspire for relief under International Conventions that were put in place to offer protection and rehabilitation to refugees/asylum seekers. In such a situation, insisting that they first answer for admitted violations of our domestic laws, as a condition precedent for seeking ‘refugee’ status, would be palpably inhuman,” the bench observed.

In his argument, S Suresh, Assistant Solicitor General, cited the provisions of the Foreigners Act, 1946; the Foreigners Order, 1948; and the Registration of Foreigners Act, 1939; in support of his contention that these seven persons, who admittedly entered the country illegally, should first face the consequences of their unlawful acts.

The counsel further asserted that the Constitutional freedoms available under Article 19 are limited to citizens and these seven persons cannot claim such freedoms under Articles 19(1)(d) and 19 (1)(e), with regard to moving freely or residing/settling in any part of the territory of India.

The petitioner, on the other hand, stated that after a military coup in the neighbouring country in February, the military junta banned Mizzima news and arrested several journalists. As such, the journalists, with their family, fled their country. They entered India and have taken shelter at Moreh border in Tengnoupal district of Manipur.

The petitioner maintained that the Myanmar nationals feared they would be sent back by the Assam Rifles, as they had come without proper travel documents.

Earlier in March, the Ministry of Home Affairs had directed the authorities of the border states in the North-East and the Assam Rifles to check the flow of illegal migrants from Myanmar in the wake of the coup.

Modi wants NGOs to help fight Covid-19. But their hands are tied by rules his government introduced

The law that regulates foreign contributions to the non-profit sector was amended in the middle of the pandemic.

In September, when India was in the midst of the first wave of the coronavirus pandemic, the Centre amended the Foreign Contribution Regulation Act, which governs the use of foreign donations received by non-governmental organisations in the country.

At that time, the Voluntary Action Network India, a group of Indian non-profit organisations, said in a statement that the stringent restrictions brought in through the amendments would deliver a death blow to them.

Eight months later, India is going through a more severe second wave of Covid-19, with daily infection numbers touching almost 4 lakh per day and the country registering a record number of daily deaths.

On April 30, Prime Minister Narendra Modi in a review meeting with officials discussed how NGO should help maintain lines of communication between patients, their dependents and healthcare personnel.

But those in the NGO sector say the September amendments introduced by the Modi government have crippled them, limiting their ability to access and distribute crucial foreign aid at a time when India is looking for every bit of help to fight the crisis.

There are hundreds of NGOs across the country with health as their primary area of focus. These organisations want the government to put the implementation of the amendments in abeyance to allow them to effectively use their networks in the fight against Covid-19. In particular, the organisations want the government to allow the larger NGOs to distribute funds they receive to the smaller ones, something that has been prohibited by the new changes to the law.

Sub-granting aid

Before the amendments were passed in September, larger NGOs which are registered under the FCRA would receive donations from outside India and redistribute the funds to smaller NGOs with whom they work in the country. To illustrate, an NGO working in Delhi could sub-grant the money to a smaller NGO working in Bihar or Kerala to implement a certain program in the field.

But the amendments put an end to this practice.

According to Biraj Patnaik, executive director of the National Foundation of India, smaller NGOs working in remote areas do not usually get direct access to foreign funding. They depend on the larger NGOs to sub-grant funds for their work. “A small NGO may not even have a functioning website. But they could be doing excellent work on the ground,” he said.

The larger NGOs act as a bridge between the donors and the smaller organisations. “By disallowing sub-granting of funds, the whole stream of funding has dried up,” he added.

This becomes even more important in times like a pandemic.

Patnaik said FCRA covers both money and material donations. Without powers to sub-grant, the reach of the larger NGOs is also restricted. For example, an NGO may receive oxygen concentrators from a donor abroad. “For instance, if my organisation which is based in Delhi gets a large supply of oxygen concentrators from abroad as a donation, we can no longer send it to organisations working in Nagaland or Arunachal Pradesh, or indeed in rural Uttar Pradesh.”

Mizoram plans to become ‘Har Ghar Jal’ State by 2022-23



NEW DELHI: The State of Mizoram presented their Jal Jeevan Mission Annual Action Plan via video conference with details of the saturation plan for the financial year 2021-22, thereby ensuring that every rural household in the State gets tap water connection. Working along with the mission objective ‘HarGharJal’, Mizoram proposes 100% tap connections in rural homes of the State by 2022-23. Out of 1.27 lakh rural households in the State, 59 thousand (46%) rural households have tap water supply. The State has planned to provide 40 thousand tap connections in 2021-2022.  Total 34 thousand tap connections were provided by the State during 2020-2021.

The extensive exercise of taking up the Annual Action Plan (AAP) of States/UTs under Jal Jeevan Mission, is done by a national committee chaired by the Secretary, Department of Drinking Water & Sanitation and members from different ministries/ departments as well as NITI Aayog. Thereafter, funds are released throughout the year based on quarterly progress and expenditure incurred from time to time. The detailed planning exercise is undertaken to help the State achieve the goal of ‘HarGharJal’.

Under Jal Jeevan Mission, efforts are made to dovetail all available resources by the convergence of different programmes viz. MGNREGS, SBM, 15th Finance Commission Grants to PRIs, CAMPA funds, Local Area Development Funds, etc. The committee suggested that the Mizoram must utilize its funds for Water Quality Monitoring & Surveillance testing of drinking water sources and at delivery points. It was highlighted to involve the local village community/Gram Panchayats and or user groups in planning, implementation, management, operation and maintenance of water supply systems in villages to ensure long-term sustainability, thereby help achieve drinking water security.

Mizoram was urged to focus on support activities and mobilisation of community contribution. The committee also emphasized the preparation of Village Action Plans and the constitution of Village Water and Sanitation Committee/Pani Samiti as a sub-committee of Gram Panchayat with a minimum of 50% of women members. This committee will be responsible for planning, designing, implementing and operating & maintaining in-village water supply infrastructure. In all villages, the IEC campaign along with community mobilization to be taken up to make Jal Jeevan Mission, truly a people’s movement.

Tripura DM apologises for disrupting wedding ceremony that continued into curfew hours

Agartala: West Tripura District Magistrate Sailesh Kumar Yadav Tuesday apologised for disrupting a marriage at Manikya Court in Tripura, saying he didn’t intend to “hurt anyone’s sentiments”. Chief Minister Biplab Kumar Deb has asked Chief Secretary Manoj Kumar to submit a report on the events that transpired.

In a video that went viral on social media, the District Magistrate was seen stopping a wedding ceremony at Manikya Court, a marriage hall at North Gate of the Palace Compound, supposedly after the 10 pm cutoff time for Covid-19 night curfew to come into force in the Agartala Municipal Council (AMC) areas. The video showed him shoving out the bridegroom, arresting everyone present including the bride and groom’s family and tearing up a written permission for the wedding signed by himself.

Yadav said everyone who gathered at the site were in direct violation of prohibitory orders under Section 144 of thr CrPC and would be prosecuted. Over 30 people were arrested and released later.

Opposition leader Manik Sarkar and the CPIM termed the incident as ‘undesired’ and unbecoming of the District Magistrate. It sought proper action against the DM for his behavior.

West Tripura MP and BJP leader Pratima Bhowmik said she would visit the bride’s relatives and speak to them over the incident. “The administration is doing what’s needed to break the chain of transmission of coronavirus. But what happened last night is most undesired. It should not have happened,” the MP said.

Tripura royal scion Pradyot Kishore Manikya Debbarma and chief of TIPRA Motha, which recently won the tribal council elections here, is also the owner of Manikya Court, where the incident happened. In a Facebook post, he called for a complete investigation of the incident and said he will close down the marriage hall “as per the VERBAL direction of Honourable DM Sahib”.

Ruling BJP MLAs including Sudip Roy Barman, Ashish Kumar Saha and Sushanta Choudhury have written to Chief Secretary Manoj Kumar seeking removal of the DM.

After a day of severe criticism on social media, the DM apologised for what happened on Monday night. “All I did was done during the night curfew period last night and was for the benefit and wellbeing of the people. My intention was not to hurt or humiliate the sentiments of anyone,” Yadav told reporters.

Tripura imposed night curfew in Agartala municipal areas on April 22 with a new surge in Covid-19 cases. The state now has 793 active coronavirus patients and two deaths in the last 24 hours.
