Tripura Tribal Council Polls Deferred

Agartala, Mar 15 : The State Election Commission of Tripura has deferred the autonomous district council (ADC) polls by two days to April 6 following objections by some political parties and a body of the Christian community to the earlier date which coincided with Easter Sunday. The election to the 30-member Tripura Tribal Areas Autonomous District Council (TTAADC) was earlier scheduled on April 4.

“Several representations were received from political parties and other organisations of the State, requesting the Commission to change the date of polling,” State Election Commission Secretary Prasenjit Bhattacharjee said in a notification issued on Friday.

He said it was brought to the notice of the poll panel that voting on April 4 would be inconvenient for a large section of people for whom this day holds special significance as it coincides with Easter Sunday.

Considering the local importance of Easter Sunday, polling for the autonomous tribal administrative body will be held on April 6, he said.

The results of the tribal council polls will be announced on April 10.

According to the 2011 Census report, Christians account for 4.35 per cent of Tripura’s population.

The United Christian Forum for Human Rights had objected to the council election date on April 4 and requested the Commission to change it.

The Opposition CPI(M) and the Congress had also protested against the State Election Commission’s decision to hold the polling on Easter Sunday.

Left body Ganamukti Parishad president Jitendra Chaudhury had posted on a social media site that Easter Sunday falls on April 4, which is a special day for Christians and the Commission should not have chosen the date for the ADC poll.

State Congress vice president Tapas Dey said the election date should be deferred as it coincided with a festival.

Altogether 8,65,041 voters are eligible to exercise their franchise across 1,244 polling stations in the district council election. Polling will begin at 7 am and continue till 9 pm.

Altogether 185 candidates of various parties, including the ruling BJP and its ally Indigenous People’s Front of Tripura (IPFT), the Left Front, the Congress and the Indigenous Progressive Regional Alliance (TIPRA), have filed their nomination papers.

The last date of filing nominations was on Friday.

The scrutiny of the papers will be completed by March 15.

The TTAADC constitutes a two-third area of the State’s territory and is home to tribal people, who form one-third of Tripura’s estimated 40-lakh population. – PTI

39 Reported Killed in Myanmar as Chinese Factories Burn

A further 16 protesters were killed in other places, the Assistance Association for Political Prisoners (AAPP) said, as well as one policeman, making it the bloodiest day since the Feb. 1 coup against elected leader Aung San Suu Kyi.

The Chinese embassy said many Chinese staff were injured and trapped in arson attacks by unidentified assailants on garment factories in Hlaingthaya and that it had called on Myanmar to protect Chinese property and citizens. China is viewed as being supportive of the military junta that has taken power.

As plumes of smoke rose from the industrial area, security forces opened fire on protesters in the suburb that is home to migrants from across the country, local media said.

“It was horrible. People were shot before my eyes. It will never leave my memory,” said one photojournalist on the scene who did not want to be named.

Martial law was imposed in Hlaingthaya and another district of Yangon, Myanmar’s commercial hub and former capital, state media announced.

Army-run Myawadday television said security forces acted after four garment factories and a fertiliser plant were set ablaze and about 2,000 people had stopped fire engines from reaching them.

A junta spokesman did not answer calls requesting comment.

Doctor Sasa, a representative of elected lawmakers from the assembly that was ousted by the army, voiced solidarity with the people of Hlaingthaya.

“The perpetrators, attackers, enemies of the people of Myanmar, the evil SAC (State Administrative Council) will be held accountable for every drop of blood that shed,” he said in a message.

The latest deaths would bring the toll from the protests to 126, the AAPP said. It said more than 2,150 people had been detained by Saturday. More than 300 have since been released.

CHINA CALLED FOR ACTION

China’s embassy described the situation as “very severe” after the attacks on the Chinese-financed factories. It did not make a statement about the killings.

“China urges Myanmar to take further effective measures to stop all acts of violence, punish the perpetrators in accordance with the law and ensure the safety of life and property of Chinese companies and personnel in Myanmar,” its statement said.

No group claimed responsibility for burning the factories.

The embassy’s Facebook page was bombarded with negative comments in Myanmar language and more than half the reactions - over 29,000 - used the laughing-face emoji.

Anti-Chinese sentiment has risen since the coup that plunged Myanmar into turmoil, with opponents of the army takeover noting Beijing’s muted criticism compared to Western condemnation.

Only two factories had been burnt for now, protest leader Ei Thinzar Maung posted on Facebook.

“If you want to do business in Myanmar stably, then respect Myanmar people,” she said. “Fighting Hlaingthaya, we are proud of you!!”

The United Nations Special Envoy for Myanmar condemned what she termed the “ongoing brutality”.

Christine Schraner Burgener said she had “personally heard from contacts in Myanmar heartbreaking accounts of killings, mistreatment of demonstrators and torture of prisoners over the weekend”.

The repression undermined the prospects for peace and stability, she said, appealing to the international community support the people of Myanmar and their democratic aspirations.

Britain, Myanmar’s former colonial ruler, said it was appalled by the security forces’ use of deadly force against innocent people in Hlaingthaya and elsewhere.

“We call for an immediate cessation of this violence and for the military regime to hand back power to those democratically elected by the people of Myanmar,” British Ambassador Dan Chugg said.

The army said it took power after its accusations of fraud in a Nov. 8 election won by Suu Kyi’s party were rejected by the electoral commission. It has promised to hold a new election, but has not set a date.

Suu Kyi has been detained since the coup and is due to return to court on Monday. She faces at least four charges, including the illegal use of walkie-talkie radios and infringing coronavirus protocols.

Away from Hlaingthaya, at least 16 deaths were reported elsewhere in Myanmar, including in the second city of Mandalay and in Bago, where state television MRTV said a police officer had died of a chest wound after a confrontation with protesters.

He is the second policeman reported dead in the protests.

The violence took place a day after Mahn Win Khaing Than, who is on the run along with most senior officials from the Suu Kyi’s National League for Democracy Party, said the civilian government would give people the legal right to defend themselves. It announced a law to that effect on Sunday.

Hills of Mizoram Alive With the Sound of Football

 MFA Artificial Turf at Sairang Dinthar

  • Recent exploits have put diminutive state firmly on India's football map

Located in the extremes of the north-eastern region of India bordering Myanmar and Bangladesh, Mizoram is a remote state in rugged, hilly terrain that is geographically unfamiliar to many from mainland India.

However, due to its recent exploits in the game, this diminutive state has been firmly put on the map in India. Despite numerous successes, the Mizoram Football Association - affiliated to the All India Football Federation - was yet to have a proper infrastructure under its authority.

The Mizoram State Sports Council had granted control of the local ground at Sairang Dinthar to the MFA in 2013. In 2016, the All India Football Federation President Mr Praful Patel stated at the AIFF General Body Meeting that Mizoram will be recognised for its hard work and dedication in football by being granted an artificial turf pitch using FIFA funds. In August of the same year, excavation work for the site began.

MFA Artificial Turf at Sairang Dinthar

As the location of the site is rocky by nature, progress became laboured. Heavy monsoon rains received practically all-year round and the unexpected COVID-19 pandemic also resulted in an extended delay during the final stages of the project; but ultimately, with astute planning and considerable cooperation and execution, the MFA Ground at Sairang Dinthar was finally completed.

The formal inauguration of the newly laid turf was held at the site on 8 March 2021 by Mr. Robert R. Royte, Hon’ble Minister for Sports & Youth Services, Government of Mizoram in presence of the Mizoram FA officials and staff, ex-players and current footballers and the community. FIFA Regional Office Development Manager South Asia, Mr Prince Rufus was also present. Speaking on this occasion, the Hon’ble Minister for Sports & Youth Services commented that as a football enthusiast and as a Minister of Mizoram, he conveyed his deep gratitude to FIFA, and he promised that the state government would construct a considerable number of artificial pitches in the near future.

Mr. Sanjeevan Balasingam, FIFA Director Member Associations, Asia & Oceania in his message commented, “On the inauguration of the FIFA Forward 1.0 Special Project 'Sairang Dinthar Artificial Turf, Mizoram', I would like to congratulate All India Football Federation and Mizoram Football Association. I am sure that this new infrastructure will help develop and promote football in the region more than ever before. FIFA is pleased to bring joy and football to the local community through this newly laid turf. I am aware that Mizoram Football Association has plans for the future focused around this turf and I wish all success for your ensuing endeavour."

Mr. Praful Patel, President, All India Football Federation in his message said: “All India Football Federation is delighted to be part of the development process in helping out the Mizoram Football Federation with the artificial turf under the FIFA Forward Programme. The AIFF is committed to the growth of the sport in every corner of the country and is aware of the passion for the ‘Beautiful Game’ in the state. AIFF appreciates and is thankful to FIFA for all their help and look forward to the support and cooperation all throughout."

Now that MFA has exclusive control of this ground, the planning for Tribal Girls’ Hostel has also begun and the association can now focus on dedicated long-term grassroots and youth development programmes, as well as activities for the wider community.

Mizoram NGO’s Proposal for Mizo Tribes in Myanmar


NGO United for Democratic Myanmar-Mizoram on Saturday met Mizoram Pradesh BJP President Vanlalhmuaka and asked him to request the Centre to give refuge to Mizo tribes from Myanmar.

Vanlalhmuaka had contacted the BJP National President JP Nadda on the matter and requested him to support the refugees

The deputy commissioner of Falam district, Myanmar has written to the Deputy Commissioner of Champai district in Mizoram to detain Myanmar police personnel and hand them over to Myanmar.

Deputy Commissioner Saw Htun Win in a letter to the Deputy commissioner of Champai stated, “It is to inform that according to inputs received from resources, 8 police personnel from Myanmar police force were runaway towards to Indian territories. Among them four police personnel had arrived in Aizawl, Mizoram and four police pertsonnel had arrived in Champai.”

The letter added, “In order to uphold friendly relations between the two neighbour’s countries, you are kindly requested to detain eight Myanmar police personnel who arrived to Indian territories and hand over to Myanmar.”

Myanmar is witnessing political turmoil, the government of Mizoram has gone on an alert. There is a crossing of people from Myanmar.

Unofficial sources, people in villages adjoining the border area said that around 100 people have come to Mizoram since February this year.

Mizoram Home minister Lalchamliana will make a statement pertaining to the people coming to Mizoram in state assembly on Monday.

The military seized power on February 1, detaining the country’s elected leader, Aung San Suu Kyi, and members of her government. Following which Myanmar is witnessing a series of protests.

A senior official in the state government who does not want to be named told ET, “The government has issued a Standard Operating Procedure (SOP) for the identification of migrants and refugees entering Mizoram from Myanmar in connection with the military coup”.

Earlier chief minister Zoramthanga and home minister had expressed concern about the safety of Myanmarese nationals. Zoramthanga has said that the government and people of Mizoram would welcome any ethnic Mizo or anyone being persecuted for participating in the pro-democratic movement in neighbouring Myanmar with open arms.

India-Myanmar Road Project Nearing Completion: Mizoram CM

: The construction of a cross- border road between Mizoram''s Lawngtlai town and neighbouring Myanmars Sittwe port is nearing completion, Chief Minister Zoramthanga informed the state assembly on Wednesday.

The road is part of the Kaladan multi-modal transit transport project which is being viewed as India''s gateway to Southeast Asia and the project, when completed, will connect Kolkata with Sittwe seaport in Myanmar.

The chief minister, who also holds the Public Works Department portfolio, said that the length of the road between Lawngtlai town and the international border is 87.18 km and the work for a stretch of only 1.5 km is left to be completed.

The construction of the road in Mizoram side was scheduled to be completed by June this year, Zoramthanga said while replying to a question from the ruling Mizo National Front member K Pachhunga.

The construction work of the road began in Mizoram in 2010 but it was disrupted several times over compensation issues, he said.

The chief minister also said that construction of the road in Myanmar is also nearing completion.

The Ministry of External Affairs provided funds to the Myanmar government for the construction of the road in that country but work was also affected as the Rakhine based armed group Arakan Army demanded 10 per cent tax from the constructing agencies, he said.

The CM said that he had met Prime Minister Narendra Modi and the foreign secretary in Delhi and urged them to expedite the project.

Zoramthanga, who is a former rebel leader, said that the construction of the road in Myanmar has resumed after he negotiated with Arakan Army leaders with whom he has a good network.

He said that the negotiation was held with the permission of both the governments of India and Myanmar.

Manipur Chief minister N. Biren Singh said on Wednesday that schools may be arranged by the State government for “refugees from Myanmar,” but since it was a bilateral issue, they were awaiting directions from the Ministry of Home Affairs (MHA).

Mr. Singh told The Hindu on the phone that several persons from Myanmar “attempted to sneak” into India from the Manipur border but returned on seeing the presence of large number of security personnel. Manipur shares a 398 km border with Myanmar.

More than a dozen foreign nationals including policemen and women from Myanmar have fled to neighbouring Mizoram fearing a military crackdown.

“I have requested Home Minister Amit Shah to tell us what to do. If you ask me it is a humanitarian issue but since it is a bilateral issue between India and Myanmar, I have to speak to the Centre,” Mr. Singh said.

Schools planned

When asked if arrangements have been done to house the people fleeing the Myanmar military, Mr. Singh said, “Schools etc. may be arranged, we are almost ready but awaiting directions.”

“We had alerted the border and deployed additional security forces there. There is no exodus so far but we are expecting many people to come here,” he said, adding, “We are prepared to give shelter to any civilian.”

MHA has refused to comment on the future course of action pertaining to the refugees from Myanmar.

The Mizoram government has also rued lack of instructions from the Centre on the issue. Mizoram’s Environment and Transport Minister T.J. Lalnungtluanga had told The Hindu on Tuesday, “There is no proper instruction from the Centre, and it is not fair. I am ready to help the people in my individual capacity and from the government on humanitarian grounds.”

Mizoram Chief Secretary Lalnunmawia Chuaungo flew to Delhi on Tuesday even though the legislative Assembly is in session. He is likely to have met senior MHA officials.

In an interview to the BBC, police officers from Myanmar who fled across the border into Mizoram said “they escaped, fearing they’d be forced to kill or harm civilians.”

Meghalaya has denied harassment of Bengali citizens in the state, said the Ministry of Home Affairs in Lok Sabha.

This statement comes after the Ministry of Home Affairs said some inputs have been received alleging harassment of non-tribals in some of the northeastern states by tribal pressure groups in Lok Sabha.
