CIA's Revenge Move May Target Pak Diplomats

The Central Intelligence Agency is contemplating trapping or targeting Pakistan nationals serving as diplomats abroad in retaliation against double-murder accused US diplomat Raymond Davis' continued detention in a Lahore prison.

The Davis detention issue seems to be taking its toll on US-Pak relations, which were already strained over stepped-up drone strikes in Pakistan's militant-infested tribal region and disagreements over the war in neighbouring Afghanistan.

To avoid a popular backlash in a country where anti-Americanism is rife, Pakistani officials have said that the matter is sub judice and up to the court, even though the US insists the Davis' detention is illegal under international agreements, and that he must be released on the grounds of diplomatic immunity.

Diplomatic sources have noticed vibes clearly indicating the level of frustration and annoyance, especially by the CIA, upon Islamabad's constant denial to release Davis on blanket immunity, The Nation quoted these sources, as saying.

As per the sources, the situation is proving to be the loss of not just the cover of an agent but also that of a key asset of the CIA.

"It is unlikely that they (American intelligence apparatus) would let it go without returning it to the Pakistani counterparts one way or the other," they added.

Cancelled: All official invitations to Pakistan envoy to US

The sources pointed out that "easy prey of this revenge design of the Americans could be Pakistani intelligence staff serving abroad chiefly in US, Europe, and Afghanistan."

They also revealed that the White House as well as the US State Department has already cancelled all official invitations to Pakistan envoy Hussain Haqqani.

All US Administration outfits in the capital are also under instructions to seek clearance from the White House before interacting with Haqqani even for official urgencies, the sources added.

New Delhi, Bhubaneswar: The Central Bureau of Investigation (CBI) on Friday arrested National Aluminium Company Ltd (NALCO) Chairman and Managing Director Abhay Kumar Srivastava for allegedly demanding and accepting bribes in the form of gold bricks.

The agency, which also arrested his wife Chandni Srivastava along with two accomplices, claimed to have seized just over 10 kg of gold bricks worth Rs. 2.11 crore and cash worth Rs. 29.5 lakh from lockers and the residential premises of the accused in Delhi and Bhubaneswar. All four will be produced before a Delhi court on Saturday.

NALCO, a Navratna PSU and a flagship company under the Ministry of Mines, received the Best Listed PSU Award for
its "excellent performance in significant value addition to its shareholders," from Prime Minister Manmohan Singh in December last year.

Srivastava, who joined NALCO as CMD in 2009, was arrested near the UPSC at Shah Jahan Road in the capital near a branch of the Maharashtra Bank. Investigators found 10 kg of gold from his locker at the bank.

The CBI said that he with his wife were apprehended while demanding 3 kg of gold in bribe, agency spokesperson and DIG Binita Thakur said. "His wife had accepted the bribe on his behalf," she said.

"A personal search of the wife led to a recovery of Rs. 5 lakh from her handbag and a key of another locker in the name of wife of a middleman. Further search of this second locker led to recovery of Rs. 15 lakh in cash. Hence, total recoveries so far have been 10.18 kg of gold and Rs. 29.5 lakh of cash, the overall value of which comes to approximately Rs. 2.43 crore at current prices of gold," the spokesperson said.

When contacted, Mines Secretary S Vijay Kumar told The Indian Express: "I understand that he has been arrested. The investigating agency had been looking for him."

The CBI has accused Srivastava of having assets disproportionate to his known sources of income and has booked him under the Prevention of Corruption Act. The agency said his wife was arrested for allegedly being a conduit and accomplice.

The agency suspects that Srivastava, during his service at NTPC and CMD of Cement Corporation of India Limited, also accumulated wealth in the form of bribes. The movable and immovable assets of Srivastava and his family members are also under scrutiny, said CBI officials.

The agency arrested two of his alleged accomplices, Bhusan Lal Bajaj and wife Anita Bajaj. The bank locker was in the name of Anita Bajaj but was being operated by Srivastava's wife while falsely representing herself to the bank. A mechanical engineer by profession, Srivastava spent more than three decades in state-controlled companies.

He has also worked with Indian Petrochemicals Corp Ltd for over five years.

Crime Rate Drops in Mizoram

crime_rateAizawl, Feb 26 : Mizoram has witnessed a 23.48 per cent decrease in crime rate during January, compared to last year, police said.

According to DIG, (Nothern Range), L Hrangnawn, police registered 189 criminal cases during this year’s January, against 247 cases last year.

The DIG revealed this while delivering a speech at a crime review meeting held at police headquarters here today.

The meeting saw the presence of SPs, commandants and officials from state police.

Of the 189 cases registered last month, 132 were IPC cases while 57 were non-IPC cases.

The non-IPC cases, however, saw a slight increase from last year’s 41.

''The decrease in crime rate was due to constant vigil maintained by the police in all the district capitals and strategic locations during the New Year festival,'' the DIG said.

However, one CID case was registered during January, he said.

Three murder cases were registered during last January, which was the same as that of last year’s January.

The Mizoram police had registered 2,674 crime cases during 2008 while in the year 2009 the figure had come down to 2,661 with a 0.49 per cent decrease from 2008.

In the meantime, while divulging his satisfaction in nabbing criminals and handling cases, the DIG said that police should not forget its duty to maintain law and order.

''Safeguarding, lending a helping hand and solving people’s various problems are the duty of police. So, we have to work even harder in the coming days,'' the DIG said.

He also lauded the initiatives of NGOs, churches and police for a peaceful and cracker-free New Year celebration in the state.

''The people, NGOs and churches have played a major role in banning crackers and celebrating the New Year peacefully,'' the DIG added.

Mizoram Can Grow Coconut

The coconut development board, a statutory body under the ministry of agriculture, set up for the integrated development of coconut cultivation and industry in the country, has shown its interest in cultivation of coconut in Mizoram.

Under the initiatives of state horticulture director Samuel Rosanglura, the CDB conducted an awareness programme on coconut here today which was attended by about 30 farmers from Mamit, Kolasib and Lunglei districts.

The farmers were informed about the various benefits they could avail from the CDB in coconut cultivation.

In collaboration with the coconut development board, the horticulture department will make efforts to expand commercial cultivation of coconut in all the potential districts of Mizoram, officials said.

Manipur And Its Women Create History in 34th National Games

Manipur did it once again. Leave Services, which is probably the most organised and well funded set up in this country and no other state could match the might of Manipur. 48 gold, 37 silver and 33 bronze; a total of 118 medals, till reports last came in. Manipur has proved once again that it is the sports powerhouse of the country.

The stellar performance of Manipur is not a flicker. In the 33rd National Games in Assam, Manipur held the top slot among states winning a total of 123 medals which included 51 gold. The competition has only increased after Assam National Games in which around 6800 athletes participated. In the ongoing Jharkhand National Games, which is the biggest ever National Game held, more than 8000 sportspersons are participating. And despite increased participation and hence competition, Manipur may well equal and even better its tall in the time left. In any case there is no doubt that Manipur has maintained its edge, .

In the 32nd National Games held in Hyderabad, it was Hyderabad that won the top slot winning 93 gold, 86 silver and 63 bronze. Punjab had won 54 gold and a total of 146 medals. Manipur was way below them. The script was different just after 5 years in the 33rd National Games in Assam in 2007. Andhra Pradesh which had won 93 gold medals as a host in 2002 won a total of just 95 medals in 2007 which included merely 17 gold medals. Punjab had 25 gold and a total of 104 medals to its credit in 33rd Assam National Games.

Many told that in the 33rd National Games held in Assam many players from these states didn’t participate due to militant threats and hence Manipur had a cakewalk. Manipur proved its critics wrong this time by winning a record number of medals. It beat Madhya Pradesh and then Maharashtra after trailing occasionally only to hop back to the top slot. At one time it looked determined to beat event the Services but for some phenomenal performance by Army Jawans. Andhra won just 5 gold medals and 49 medals overall while Punjab won 113 medals which includes 22 gold.

There is a lesson for policy makers and commentators sitting across in Delhi who have never paid the land of Manorama Devi and Irom Sharmila its due. Thanks to the mothers of Manipur who showed to the rest of India that Manipur can do sports better than anybody. Interestingly, in the incredible show of Manipur it is the womenfolk who have emerged on the scene, something we have been writing in these columns for last two weeks.

The number of medals won by Manipuri women bear testimony to this fact. Of the 112 sportsperson in both the group and individual events who won gold medals for Manipur, 75 are women players and only 37 are men. And of the 80 Manipuri sportspersons who won silver medals, 65 are women. Not even bronze was left for men. Of the 55 bronze medal Manipuris won, 31 were won by the female players. That amounts to a total of 171 medals out of 247 medals that was won by Manipur.

India’s mothers have a lesson to learn from the performance of the womenfolk of Manipur. For the sports critics and the rest, wait for the 35th National Games just after a year in Kerala in 2012. On the part of other northeastern states including Sikkim, it’s time to rethink their sports strategy.

FNR Renews Naga Reconciliation Call

Forum for Naga ReconciliationDimapur, Feb 25 : The Forum for Naga Reconciliation (FNR) has appealed to all Naga groups not to take any provocative steps, be it in terms of action or words, that may jeopardize its effort to restore peace in Nagaland.

The FNR, which is spearheading the Naga reconciliation process, has also announced that the highest-level meeting of the Naga political groups was imminent.

"It has been the prayer and desire of the Nagas that the reconciliation process is accomplished at the highest-level meeting between the signatories of the Covenant of Reconciliation. It is self-evident that the meeting is of absolute necessity and lasting reconciliation has to be achieved based on the Nagas' historical and political rights," an FNR functionary said on Thursday.

The FNR said all those who were ready for the reconciliation, and the Nagas in general, should be vigilant against "all internal and external forces" that might oppose the process. "It's the mandate of the Nagas that the top leaders of the (Naga) political groups together finalize the reconciliation process. All steps must be taken to safeguard the sanctity of the meeting," it said.

The FNR functionary also urged all groups to uphold and respect their pledge to resolve their differences through non-violence.

The NSCN(IM) on Thursday declared that the collective leadership of the outfit would try its best to ensure that the FNR's reconciliation bid was a success.

The NSCN(IM) said in a statement it's duty-bound "to frequently interact with the Nagas, whoever they may be and wherever they are, on the current peace process and reconciliation. "There's nothing wrong for us to go to the far-east, west, north or south of Nagalim (greater Nagaland). It is also not a taboo for us to do so," the statement read.

It added that though the NSCN(IM) was involved in the peace process, a number of its men were killed allegedly by the rival Khaplang faction of the outfit in Tirap and Changlang districts of Arunachal Pradesh. "We will not allow our enemies to treat us like sitting ducks. However, we reassure (all) of its commitment towards working for peace." the NSCN(IM) said.

On the other hand, appreciating the peace initiative undertaken by the Fo-rum for Naga Reconciliation (FRN) and the Nagas' positive response to-wards it, the Senior Citizens' Forum of Mokokchung on Thursday ap-pealed to all sections of society to work unitedly for a solution to decades of disagreements.

The Senior Citizens' Forum observed that by recognizing each other "as Naga patriots", every faction should forgive each other, forget all personal grudges and work towards a political solution to the Naga imbroglio.

A statement signed by 12 members of the citizens' forum suggested that a platform of the Naga Consultative Meet be worked out at the highest level as suggested by a Joint Working Group (representing three prominent groups) at the earliest. They said there's no time for criticizing each other or claiming champion-ship or pioneership over the Naga movement. "It's time to work together and find a political solution," they added.

The Senior Citizens' Forum felt that reconciliation process should be based on the principles of the historical facts and the political history and situation that took place on August 14, 1947 and the "Naga plebiscite conducted on May 16, 1951".

mawada.netWhen Omar Shibliy Mahmoudi exchanged sweet nothings on the Muslim dating site Mawada, it wasn't for love but for liberty.

To avoid detection by Libyan secret police, who monitor Facebook and Twitter, Mahmoudi, the leader of the Ekhtalef ("Difference") Movement, used what's considered the Match.com of the Middle East to send coded love letters to rally the revolution.

It was "for the freedom, not for the marriage," he told ABC News.

The Libyan businessman turned opposition leader said he was never politically active before, but as he watched revolutions topple governments in neighboring countries, he knew he needed to act.

So he created a Mawada profile called "Where Is Miriam?" and pretended to be on the hunt for a wife.

The conservative site doesn't allow men to communicate with other men, so other revolutionaries posed as women to contact him, assuming aliases like "Sweet Butterfly," "Opener of the Mountain," "Girl of the Desert" and "Melody of Torture."

To complete their profiles, they answered the site's boilerplate questions, such as "How much of your face do you cover?" and "Would a shared marriage be acceptable?"

On the site, the revolutionaries used poetry laced with revolutionary references to gauge support and make initial contact. Then they had detailed follow-up conversations via text message and Yahoo Messenger.

The phrase "May your day be full of Jasmine," for example, is a coded reference to what's been called the Jasmine Revolution sweeping the region, Mahmoudi told ABC News.

He said the response, "And the same to you. I hope you will call me" meant they were ready to begin.

If the undercover "lovers" wrote "I want love," it meant "I want liberty," Mahmoudi said.

They also communicated in code the number of their comrades supporting the revolution. The five Ls in the phrase "I LLLLLove you," for example, meant they had five people with them. If a supporter wrote, ""My lady, how I want to climb this wall of silence. I want to tell the story of a million hurts. ... But I am lost in a labyrinth. … Maybe we can meet on Yahoo messenger," it told the writer to migrate the chat to Yahoo Messenger so as not to raise the suspicion of the monitors, Mahmoudi said.

Libya Called 'Digital Black Hole,' Cyber Activist Says

In other parts of the Middle East, traditional social media played key a role in revolutionary efforts -- a family in Egypt even named their child "Facebook" to recognize the site's contribution. But cyber activists familiar with the region say Web 2.0 technology never took hold in Libya.

"We used to call it the digital black hole," said Nasser Wedaddy, a civil rights outreach director for the American Islamic Congress and longtime cyber activist who has worked on cyber outreach efforts in the Middle East for years. "It's not that they don't use the Internet. They're very afraid."

Activists in Tunisia and Egypt adopted social media on a mass scale, but "for all intents and purposes, in Libya, there isn't much cyber activism going on," Wedaddy said.

So as the revolutionary spirit gripped the region, Libyans overseas rushed in to fill the online void.

Libyans inside the country may have uploaded video and pictures to the Internet, but it was Libyan exiles who spread information through social media, according to Wedaddy. That information spread by mainstream media may have helped push Libyan citizens to the street, he said.

"What you have is a very robust community of Libyan exiles who are in Europe and the U.S. They are a buffer layer that is spreading information about Libya," he said.

Libyan Exiles Speak Up Online

The Libyan-born, U.K.-based blogger behind the website LibyaFeb17.com (who spoke to ABCNews.com on condition of anonymity) said he launched his blog eight days ago, as the protests in Libya began. The 23-year-old blogger said he has dual British and Libyan citizenship and is fluent in both Arabic and English.

"I've been following the news ever since, updating my blog with whatever I can get my hands on," he said.

The Libyan expat said he has an interest in Web technology and Web design and wanted to help spread information for Libyans outside and inside the country.

His site aggregates Libyan radio, video and images uploaded from the region, news reports and social media updates. To help non-Arabic-speakers follow the events, he translates video dialogue, photo captions and other crucial online text.

As Libyans found Facebook blocked inside their country, he posted information about how to bypass online Firewalls.

When they lost access to the Internet altogether, he posted information from the open Internet group Telecomix, which directed Libyans to use dial-up Internet and Google's "speak to tweet" service to communicate.

Given the unrest in his home country, he said he felt compelled to speak up on the Internet for the people in Libya who can't.

"I felt it was an obligation to use myself, to use my skills in a field of Web development and Web design to pass on the messages and inform the world," he said. "I'm trying to blend the best of both worlds -- the Arabic and the English. ... I can hopefully reach both audiences."

When Mahmoudi created his pretend profile on Mawada, he figured 50,000 supporters would be enough to take to the streets. But using various aliases on the dating site, he said he ended up with 171, 323 "admirers" by the time Libya's Internet crashed last Saturday.

After Lokayukta recommends removal of the Sheila Dikshit loyalist in relation to a tax evasion case, BJP leaders join online campaign seeking the leader's resignation.

Has the Jasmine Revolution reached Indian shores? The protests against oppressive regimes in the Arab countries are also circulating rapidly on social networking sites. Well, the UPA government doesn't seem to be in any immediate danger.


In a case related to tax evasion a Delhi cabinet minister is currently facing the heat not only in the corridors of power but also in cyberspace. The Delhi Lokayukta (ombudsman) Thursday ecommended removal of PWD Minister Raj Kumar Chauhan from the council of ministers as he tried to protect a resort in a tax evasion case. Now several BJP leaders from the city, including Dr Harsh Vardhan, Pawan Sharma, RP Singh, Manjinder Singh Sirsa, Nakul Bhardwaj and Vikas Dahiya have joined a Facebook group that is demanding Chauhan's dismissal.

Lokayukta Justice Manmohan Sarin's order came in a case pertaining to the minister's alleged involvement in influencing a team of tax officials to provide relief to the resort. "In his order, the Lokayukta has recommended to the President of India to withdraw her pleasure in allowing the minister to continue as a minister in Delhi Government," sources said. The Lokayukta has made the recommendation to the President, who is the competent authority to withdraw the pleasure for the Minister to hold office in terms of clause five of Article 239 (AA) of the Constitution of India and Section 12 of Delhi Lokayukta-Uplokayukta Act, 1995, the official said quoting the order.

Justice Sarin has also recommended prosecution of the Minister under various sections of Delhi Value Added Tax Act, 2004. Asked about the order, Chauhan said as public representative, he gets lots of calls from people requesting for favours and he only responded to such a call. "I am a public representative. I always try to help people. I may have made the call to help somebody who had requested me for some favour," he said claiming
that the order is of recommendatory nature only.

When asked, Chief Minister Sheila Dikshit said she has not got the details of the order so she would not like to comment further. This is for the first time that the Lokayukta has recommended the removal of a Delhi Minister. Other Congress leaders too refused to speak on the matter. However, party sources said that to save themselves from embarrassment, leaders have started looking for ways to protect the minister.

Predictably, BJP leaders were more forthcoming. "As per law it is the responsibility of the Lokayukta to check the conduct of public representatives including chief minister and ministers. As Delhi Lokayukta Manmohan Sarin has recommended his (Raj Kumar Chauhan's) removal from the post to President Pratibha Patil, the Minister should resign immediately on moral grounds. Otherwise Chief Minister Sheila Dikshit should sack him," said Dr Harsh Vardhan, former Delhi Minister and senior BJP leader.

"Instead of taking action against the Minister, who is involved in corruption, the government is trying to suppress the voice of the Opposition. Delhi BJP will stage a dharna against the police atrocity and demand the dismissal of Chauhan at Jantar Mantar on Friday," said Delhi BJP President Vijender Gupta.

The Lokayukta had taken suo motu action on media reports that VAT Commissioner Jalaj Srivastava had written to the Delhi government saying that a minister had asked him to recall enforcement team from the survey. Srivastava had later named Chauhan as the Delhi minister who had called him to intervene during the survey.

In his report to the government, Srivastava had said the minister told him over phone to "intervene" in the alleged tax evasion case against Tivoli Garden Resort hotel in South Delhi.

Srivastava has also named Lok Sabha member Raj Babbar, who also made a call the same day, and former councillor Ramesh Dutta who visited him a few days after the survey was conducted at the premises of the Chhattarpur banquet hall.

Money matters
Based on the raid and subsequent inquiry in February, tax officials have projected that the banquet hall owners may have collectively under-reported their gross turnover between March 2006 and November 2009 by up to Rs 255.36 crore. As a result, Delhi's tax department lost nearly Rs 31.92 crore and a tax evasion penalty of a similar amount.

The description on the page mentions: "The group is for the people who support the fact that the Delhi Government Minister should resign with immediate effect.

The charges levelled against him are extremely serious.
