ULFA To Remain Neutral During Assam Elections

Amguri, Mar 20 : The Arabinda Rajkhowa-led pro-talk ULFA faction will remain neutral during the Assam Assembly elections, the banned outfit's vice chairman Pradip Gogoi today said.

"We will have no role to play in the coming elections. Our organisation has resolved to be completely neutral during the polls. We will keep away from the election process and not participate in it," Gogoi told PTI.

The two-phased Assembly election will be held in Assam on April four and 11.

"Implementing the peace process we have initiated with the government is right now more important for us than being involved with the elections," Gogoi said.

A two-day ULFA meeting was on here, since yesterday to apprise its grass root level cadres of the discussions its leadership had with the prime minister, union home minister and home secretary in Delhi recently on the peace talks process, he said.

"We had not yet informed our members and our people about what we discussed in Delhi for a political solution to our problem. That is why we are having this meeting. It is not a secret meeting as mentioned by some quarters," Gogoi said.

To a query if the ULFA elusive commander-in-chief Paresh Baruah would be participating in the peace process, Gogoi said, "The door is always open for all. Somebody may or may not take part in the process."

ULFA's anti-talk faction, headed by Paresh Baruah, had engineered an explosion in Assam Congress' headquarter on March 14, injuring five party members.

"After 32 years of our struggle, we have come back to be among our people. So we don't want to be restricted to designated camps with the image of insurgency but stay among our people to take the peace process forward," he said.

ULFA chairman Arabinda Rajkhowa, Gogoi, `foreign secretary' Sasa Choudhury, `cultural secretary' Pranati Deka, ULFA ideologue Bhimkanta Buragohain and other senior leaders were present in the meeting in Sibsagar district.

Mizoram Forms Ethnic Committee To Oversee Performance

Mizoram_sealAizawl, Mar 19 : An ethnic committee comprising people from all walks of life has been formed to oversee the performance of the Mizoram government and its various administrative actions, Chief Minister Lal Thanhawla said.

The ethnic committee would play a key role to improve the efficiency of the government by giving advice on its functioning, he said at a meeting with Planning Commission Deputy Chairman Montek Singh Ahluwalia in New Delhi Friday evening.

‘Apart from elected leaders, prominent citizens, Church leaders and media representatives are being included in the ethnic committee formed recently at the state level,’ an official told reporters here Saturday quoting the chief minister.

In Friday’s meeting, the annual plan of Mizoram for the 2011-12 fiscal was finalised at Rs.1,700 crore.

Ahluwalia told the chief minister that a joint meeting with the northeastern states would be held next month to gather their response on ongoing social sector programmes as well as roadmap for the next plan.

He said the plan panel was in the process of finalising the approach for the 12th plan (2012-2017) and would be shortly holding regional consultations with the state governments across the country.

Complimenting Mizoram on its plan performance, Ahluwalia said the hilly state has achieved significant progress in the sectors of road transport, power, education and health.

‘While 94.4 percent of the Mizoram villages have been connected with approach roads and 61.19 percent villages have been linked with all weather roads, 81.31 percent of the villages have been electrified,’ the official said.

‘According to Census 2001, the literacy level of 88.80 percent has made Mizoram the second most literate state in India next to Kerala,’ he added.

Trade Union Strike Rocks Mizoram

National Trade Union of MizoramAizawl, Mar 19  : The seven leaders of National Trade Union of Mizoram (NTUM) who have been on fast demanding the early approval of Minimum Wage Board recommendation by the state government informed that if the government fails to do so, a procession will be taken out in Aizawl on March 22.

Meanwhile, the agitating trade union leaders were visited by Aizawl Magistrate B. Lalchhawntluanga and unit leaders of the NTUM  in PWD, PHE and Power & Electricity Dept. also visited them to express their solidarity with them in their demand for early government approval of the Minimum Wage Board recommendation.

The Mizo National Front (MNF) party leaders headed by its vice president, Dr. R. Lalthangliana also visited the fasting NTUM leaders yesterday.

In the meantime, state Labour and Employment Minister Lalrinliana Sailo today made it clear that the government is “not in a position” to meet the trade unions’ demand to implement the revised minimum wages.

Lalrinliana said that whatever the recommendations of the state-level minimum wage board may be, the government is not in a financial position to implement the revised wages. He was also shocked to learn about the hunger-strike despite the initiatives taken by the state government.

Mentionably, the Congress ministry, a few months after it assumed office, revised the minimum wages which came into effect on April 1, 2009.

Slamming the trade unions, the minister said that revision of minimum wages within less than two years is not justifiable whereas the Minimum Wages Act, 1984 states that the minimum wages may be revised within a maximum of five years.

The Minister also announced that the government “has been compelled” to adopt a no-work-no-pay policy from March 17.

Mizoram government pays the highest minimum wages among the Northeast Indian states, except for Assam, the minister said.

14 Bru Burnt To Death At Tripura Refugee Camp

Naishing Para Reang refugee campAgartala, Mar 19 : At least 14 people were Saturday burnt to death when a fire broke out at a refugee camp in north Tripura where Reang tribal migrants of Mizoram have been staying since 1997, an official said.

The fire broke out at the Naishing Para Reang refugee camp, one of the six camps set up under the Kanchanpur sub-division in north Tripura adjacent to western Mizoram.

"We have so far recovered seven bodies as the fire continues to rage in the makeshift camp, 165 km north of here," Kanchanpur sub-divisional magistrate Dilip Chakma told IANS over phone.

Several fire engines have been battling to douse the fire, whose cause was not known immediately.

Over 34,000 Reang tribals, locally called Bru, have been living in six camps in north Tripura's Kanchanpur sub-division since 1997. They fled western Mizoram after ethnic clashes with the majority Mizos following the killing of a Mizo forest official.
