Cameron is Britain's new PM

London, May 12 : David Cameron, the youthful leader who modernized the party of right-wing icon Margaret Thatcher, became prime minister Tuesday after the resignation of Gordon Brown — capping a gripping election saga that returns the Tories to government after 13 years of Labour Party rule.

Following tradition, Queen Elizabeth II appointed Cameron at Buckingham Palace — a stately denouement to a behind-the-scenes dogfight between Cameron and Brown for the cooperation of Britain's third-place party, after an election that left no party with a majority.

Within minutes, the 43-year-old Cameron was installed at No. 10 Downing Street, becoming the youngest prime minister in almost 200 years, since Lord Liverpool took office at age 42.

An announcement followed that Liberal Democrat leader Nick Clegg would become deputy prime minister — a rarely awarded and prestigious post — after days of hard bargaining with his former political rivals. Four other Liberal Democrats also received Cabinet posts.

Cameron and Clegg agreed to form a coalition after Cameron's Conservative Party won the most seats in Britain's May 6 national election, but fell short of winning a majority of seats in Parliament. The agreement, reached over five sometimes tense days of negotiation, delivered Britain's first full coalition government since World War II.

"Nick Clegg and I are both political leaders who want to put aside party differences and work hard for the common good and for the national interest," Cameron said.

President Barack Obama telephoned to congratulate Cameron, and invited him to visit Washington this summer, according to the White House. Obama told Cameron that he looked forward to meeting at an international economic summit to be held in Canada next month.

Britain's new government could spell changing relationships with its foreign allies.

Both Cameron and Clegg have signaled they favor looser ties to Washington than those held by Brown and his predecessor, Tony Blair. Cameron and Clegg back the Afghanistan mission but Cameron hopes to withdraw British troops within five years. Clegg has said he's uneasy at a rising death toll.
Relations with European neighbors could also become problematic. Cameron's party is deeply skeptical over cooperation in Europe, and has withdrawn from an alliance with the parties of Germany's Angela Merkel and France's Nicolas Sarkozy. Clegg, once a member of the European parliament, has long been pro-European.

The Conservative Party said ex-leader William Hague will serve as Foreign Secretary, senior lawmaker George Osborne as Treasury chief, and lawmaker Liam Fox as defense secretary. Other leading positions were being finalized, as were key policy decisions ahead of the presentation of the coalition's first legislative program on May 25.

The coalition has already agreed on a five-year, fixed-term Parliament — the first time Britain has had the date of its next election decided in advance. Both parties have made compromises, and Cameron has promised Clegg a referendum on his key issue: Reform of Britain's electoral system, aimed at creating a more proportional system.

"We are going to form a new government — more importantly, we are going to form a new kind of government," Clegg said in a news conference after his party's lawmakers overwhelmingly approved his decision to enter a coalition with Cameron.

Their priority will be to spur a once high-flying economy, rooted in world-leading financial services, that has run into hard times. At least 1.3 million people have been laid off and tens of thousands have lost their homes in a crushing recession. Cameron has pledged an emergency budget within 50 days.

Arriving at London's Downing Street hand-in-hand with his wife, Samantha, Cameron said he believed that Britain's "best days lie ahead."
"We have some deep and pressing problems — a huge deficit, deep social problems, a political system in need of reform," Cameron said. "For those reasons, I aim to form a proper and full coalition between the Conservatives and the Liberal Democrats."

Cameron, who became Conservative leader in 2005, has overhauled his group — which a senior colleague once acknowledged had earned its nickname "the nasty party." He took up a green agenda, softened the tone of policy on immigration and promoted more female and ethnic minority candidates.
Hundreds of onlookers, many of them booing, crowded the gates of Downing Street to watch on, as Cameron swept into his new home in a silver limousine.

Less than 90 minutes earlier, an emotional Brown made a brief farewell address outside 10 Downing St., speaking in strained tones as he wished Cameron well.

"Only those who have held the office of prime minister can understand the full weight of its responsibilities and its great capacity for good," said Brown, who held the job for three years.

The 59-year-old Brown then walked hand-in-hand with his wife, Sarah, and young sons John and Fraser down Downing Street, where a car waited to take him to the palace for a 15-minute meeting.

Minutes later he arrived at Labour Party headquarters, where he was greeted warmly by cheering staffers.

Brown told party workers his deputy Harriet Harman would become interim Labour leader until a formal leadership takes place to select his permanent successor.

Labour, which lost 91 seats and finished behind the Conservatives in the election, opened their own formal talks with Clegg's party Tuesday but saw the chances of a deal quickly vanish.

Senior Labour legislators said they feared such a pact — dubbed a "coalition of the defeated" by some — would lack legitimacy and anger the public, who would exact revenge on the party at a future election.

"I think we have got to respect the result of the general election and you cannot get away from the fact that Labour didn't win," Labour's Health Secretary Andy Burnham told the BBC.

Clegg's party said in a statement that Labour Party officials "see opposition as a more attractive alternative to the challenges of creating a progressive, reforming government."

Brown's resignation ended five days of uncertainty after last week's general election left the country with no clear winner. The vote left Britain with its first so-called hung Parliament since 1974. Britain's Conservatives won the most seats but fell short of a majority, forcing them to bid against the Labour Party for the loyalty of the Liberal Democrats.

Conservative and Liberal Democrat teams met for several hours Tuesday. Rank-and-file members of the two parties held separate talks in London late into the night and both approved the coalition deal.

Former Liberal Democrat leader Paddy Ashdown said the coalition had agreed on a policy platform all members of his party would be proud of. But he said he regretted that Labour had failed to strike a deal with his party.

"The Labour Party had an opportunity to create a progressive coalition and they walked away from it," Ashdown said. "That was an act in my view of straight cowardice."

Brown's departure follows three successive election victories for his center-left Labour Party, all of which were won by Blair, who ousted the Conservatives in 1997.

Guwahati Misses Cleanliness Bus - City Ranks 59th in Nationwide Survey

Guwahati, May 12 : Guwahati, the largest city in Northeast and Assam capital, needs to tidy up its act if it wants to catch up with its next door neighbor Shillong or even distant Agartala in matters of cleanliness.

This is the message which has emerged from the cleanliness ratings announced yesterday by Union minister for urban affairs S. Jaipal Reddy in New Delhi.

Guwahati is placed at the 59th spot in the list of 443 cities and towns, which were rated by the ministry under the National Urban Sanitation Policy.

In contrast, the Meghalaya capital, Shillong, is at a healthy 18th, justifying its reputation as one of the most favoured tourist destinations in the Northeast. Even Agartala is ranked above Guwahati and placed 44th.

The wellbeing of Guwahati — known for large mounds of garbage festering by the roadside for days — is looked after by the Guwahati development department, led by minister Himanta Biswa Sarma, whose health department is already under the scanner with more and more doctors choosing to opt for VRS.

Of the 443 cities and towns covered in the ratings, the Northeast was represented by 10 cities, including six from Assam.

Chandigarh tops the list followed by Mysore and Surat while Churu in Rajasthan is placed at the bottom.

The other places of the Northeast in the list are Jorhat at 74th position, Imphal at 109th, Aizawl at 111th, Dibrugarh at 162nd, Tinsukia at 164th, Silchar at 217th and Nagaon at 305th.

Official sources said the rating was carried out by three agencies — AC Nielsen-ORG Marg, Development and Research Services (DRS) and CEPT University — which were selected through open bidding.

The data collection was carried out between December 2009 and March 2010 and was then scrutinized in April this year by a team of experts.

The results were communicated to the state governments as part of consultations and presented to the national advisory group on urban sanitation, the apex body, which oversees implementation of the policy.

Anurag Goel, the commissioner of the Guwahati Municipal Corporation, expressed disappointment over the ratings. “The city deserved a better position. Better than Agartala, perhaps,” he said.

He felt that Shillong’s “westernised culture among the people was instrumental in keeping the city clean” but hoped that “some new initiatives taken by the Assam government would help Guwahati move higher in the ratings”.

The chairperson of the Agartala Municipal Council, Shankar Das, echoed Goel. He said he had expected the Tripura capital to be placed “higher, at least in the first 30”.

He also expressed hope that Agartala would do better when the next survey is carried out.

For the ratings, the country was divided into five zones — north; south; west; east and northeast and central and south central.

Each city was rated on 19 indicators, which were divided into three categories: output with 50 points, process with 30 and outcome with 20.

Based on the results of the rating, the best performers will be presented the Nirmal Shahar Puruskar.

BCCI to Construct Cricket Stadium in Meghalaya

bcci Shillong, May 12 : Cricket is still in its infancy in Meghalaya as the lack of a proper cricket stadium in the state has upset the Meghalaya State cricket association for long.

Despite the fact that the Board of Cricket Control in India is ready to invest crores of rupees to build up stadium in Meghalaya, the State cricket association is still helpless, thanks to the casual attitude of the state government.

Over the past decade, many of India's star players have emerged from the cricketing hinterland but ironically, nobody from the Northeast region has donned India colors in any version of the game till date.

After granting its affiliation to the various Cricket associations in region, BCCI has categorically stated that if the government can come forward or the MCA can get a relatively flat ground of 18 to 20 acres immediately the BCCI is ready to invest Rs 40 to 50 crore and build Stadium with modern state of the art facilities.

However, the state authorities have made unheard the repeated appeal of the Association to give them land. While the state Government often crumbles upon on their stability issue the scope for development has become limited these days. In such case such a big offer from BCCI is bound to go unheard.

However, Meghalaya cricket association has repeatedly urged upon the state authorities to give them the unused lands which are lying vacant in the town but to add to the woes of MCA no helping hand has till date come forward.

This has become an important issue for MCA as the BCCI is all set to organize a weeklong camp in Shillong from the 17th of this month to scout for and nurture talent from the Northeast.

Barring Assam and Tripura, who are full members of the BCCI, five players each from Meghalaya, Manipur, Arunachal Pradesh, Sikkim and Nagaland will be attending the Shillong camp to be conducted by National Cricket Academy.

The idea of the apex cricket body is to initiate activities at regular intervals, primarily to encourage more boys and girls, umpires and scorers to get involved with a platform to harness their talent in different aspects of the game.

Many of the newest immigrants in North Texas aren't coming from south of the border.

More than 1,200 refugees from Myanmar, formerly known as Burma, now call Lewisville home.

The Chin people, most of whom are Christian, face religious persecution in Myanmar, which is ruled by a military junta. Most of Myanmar is Buddhist.

"The army is mean," said Lydia Hiang, a grade-schooler who is just starting to learn English.

Her mother, Mang Hiang, puts it in more blunt terms.

"The army don't like Christians," she said.

"They began to kill the Baptist pastors and basically draped them over the church altars to intimidate people," said Becky Nelson, of the Chin Refugee Ministry with the First Baptist Church of Flower Mound.

Nelson has been working since 2007 to resettle as many of the Chin people in Lewisville as she can.

"The word spread that this is a safe place," she said. "That's all it took."

Nelson likened the situation in Myanmar to what happened in Bosnia between the Serbs and Croats. She said there are some 30,000 Chin refugees scattered around the world.

Nelson said all of the refugees in Lewisville are on the path to citizenship. Ninety-five of the adults are employed and looking to start their own businesses. The children are enrolled in schools and progressing well learning in English.

She said Lewisville has embraced its new residents. Three churches have already been established, a first order of business for people grateful for the opportunity to worship in peace.

"They think America is heaven," Nelson said. "It is not heaven; it's very, very difficult to live here, but it's a second heaven because we go to church and nobody shoots us."

Other North Texas cities also have significant Asian populations. Richardson has a long-established Asian community, and Asians make up 16 percent of Plano's population.

Karimganj Dist Admin to Monitor Indo-Bangla Fencing Work

indo-bangla-border Karimganj, May 12 : Karimganj district administration will monitor the quality of fencing work undertaken by the agencies like NBCC and NPCC covering the entire 95 km Indo-Bangladesh border areas. It has been alleged by various organizations that quality of work is not up to the mark.

Henceforth to monitor the entire stretch and to see the quality of works, a team of officials of Karimganj district administration has been constituted with ADC (development), executive engineer PWD (rural roads), circle officer concerned to have on the spot verification of the ongoing fencing works and the report in this regard will be submitted to the Union Home Ministry for information and necessary action in the event of violation of specific standards and quality laid down.

The divisional forest officer has also been directed to monitor the works in reserve forest areas. BSF has been asked to take care of the border fencing works.

Karimganj shares almost 95 km border with Bangladesh and out of that 40 km is riverine and 55 km land mass. NBCC and NPCC are working for the border fencing works and almost 50 per cent progress has been achieved so far. The district administration has also sent a formal request to the Union Home Ministry to depute special team to thoroughly inquire into the entire fencing works in coordination with the Government of Assam.

Art of Living programme: A youth training leadership programme was organized by the Art of Living for the rural youth at Srikuna. At the end of the programme, the participants belonging to the various tribes such as Dimasa and Zemi Nagas & NC Hills, Hmar, Manipuri, Nepali and also from the Bengali community took oath to stop violence and bring peace to the region and make people realize that ‘unity is strength’.

Youth training leadership programme (YLTP) coordinator Nanda Sarma said that the purpose of the programme was to bring peace among all. Lots of changes were noticed in the physical, mental condition of the participant.

The YLTP is a holistic programme that works towards eliminating stress, the fundamental cause of all problems. In addition youths are also fought leadership and communications skills with emphasis on human values. The programs creates physically strong, mentally alert and morally responsible individuals who are ready to become role models for others. The participants expressed their profound feelings of gratitude.

The Art of Living Foundation has actively been involved in bringing about rapprochement between Zeme Naga and Dimasa tribes. In July 2009 near about 1000 tribal families belong to these tribes in NC Hills displaced during tribal violence were provided relief material by the foundation.

Ke$ha Claims Not To Use Autotune

KESHA Even the Wall Street Journal knows it: The auto-tune war is on.

Some stars can't get enough of the tune transformer, while others, like Jay-Z, hope for the "death of auto-tune."

A new YouTube clip from SoManyMP3s suggests Ke$ha may be a bit confused about where she stands.

The video shows Ke$ha talking about how she doesn't use auto-tune in her music--followed immediately by clips of Ke$ha songs that, to some, sound like they rely heavily on auto-tune.

"I don't use auto-tune," Ke$ha says. "I come from a country music-writing family."

She adds, "I'm not auto-tuning my vocals."

Taylor Swift, 20, Getting Into Hall Of Fame

TAYLOR-SWIFT New York, May 12 : She's only 20, but Taylor Swift is getting in the hall of fame.

The country starlet will receive the Hal David Starlight Award at the Songwriters Hall of Fame Awards on June 17 in New York City. The announcement was made Tuesday.

Swift, known for penning songs about her puppy love lapses, has written or co-written every song on her two multiplatinum-selling CDs: her 2006 self-titled debut and 2008's "Fearless," which won album of the year at this year's Grammy Awards, among other top honors.

Phil Collins and music producer Phil Ramone also will receive special awards at the event. Other inductees include Leonard Cohen, Jackie DeShannon, David Foster, Johnny Mandel, Philip Bailey, Verdine White, Larry Dunn, Al McKay and Earth, Wind & Fire's Maurice White.

Hope Dworaczyk Named Playboy's Playmate Of The Year

The wait is over. Playboy has named Hope Dworaczyk Playmate Of The Year. Page Six reports that the Texas native lived in New York for eight years before moving to Los Angeles. "I guess you could say it was a pretty safe neighborhood for me."

She posted for the April 2009 cover with Seth Rogan and her other duties include hosting "Inside Fashion" for E! in Canada.

On April 27th she tweeted: "I keep having dreams about Anderson Cooper. Must be watching way too much CNN."
