14pilotDelhi, Apr 14 : Tired of 'fake' pilot cases, Directorate General of Civil Aviation to put its examination wing under CCTV surveillance.

With more and more 'fake' pilot cases being unearthed every day air travel is fast ceasing to be a joyride.

Now, after facing flak on the issue from all quarters, aviation regulator Directorate General of Civil Aviation (DGCA) has decided to put its examination wing under CCTV surveillance.

DGCA has a special examination wing called Central Examination Organisation (CEO) which conducts all the tests of the aviation regulator from pilots, to cabin crew, navigation officers and medical examinations. The department is headed by an officer of deputy director general level.

"We have decided to put the entire examination wing under CCTV surveillance.

From printing to paper-checking rooms and examination hall, we will have cameras everywhere. Initially eight cameras are being installed. The number may be increased later on," said a top CEO official, who wished to remain anonymous.

"It should be appreciated. It's a welcome step to improve transparency," Former Director General, DGCA, Kanu Gohain told MiD DAY.

Sources said, even the visitors area will be put under surveillance so that who is meeting whom can also be monitored. Though junior level examinations are conducted all across India, the senior level tests like type ratings of aircraft, Airline Transport Pilot License test and senior navigation officers' examination are conducted at the center in RK Puram.

'Well done'
JB Kadiyan, a cabin crew union leader said: "Anything which brings transparency in the system is welcome.  It is a step in the right direction and should have been done long ago."

"It is a good step. Why should everybody in the industry get a bad name because of the wrongdoings of a handful of people?

Government should explore all the loopholes in the system and develop a mechanism to stop this malpractice," said an Indian Commercial Pilot Association member.

In the past few months, apart from pilots who have resorted to submitting fudged mark sheets procured from flying schools, the role of DGCA officials too has come under the scanner.

A few days ago, Delhi Police's Crime Branch arrested three staffers of DGCA for allegedly helping people obtain pilot licenses using forged documents.

Two of them - Mahan Jyoti Bhattacharya and Mohammed K Ansari - were arrested following the questioning of two pilots, Abhishek Kaushik and Hiren Nagar. The two had claimed that these DGCA staffers had taken lakhs of rupees to provide them licences.

Plane truths

Bhattacharya is an upper division clerk and a former state-level cricketer while Ansari is a draftsman posted in the finance section of DGCA. They have reportedly made close to one crore rupees in the scam.

Sources said that the role of DGCA office was also being questioned as in the three cases the documents were found to be stolen from there. The regulator has made an official complaint about this to Delhi police.

MiD DAY had earlier pointed out that Delhi police refused to act against a pilot as DGCA could not produce his alleged fake documents which have allegedly gone missing. DGCA chief, EK Bharat Bhushan could not be reached for comments.

Ready for the test?
The Examination Wing conducts written tests for Pilots, Flight Engineers and Flight Dispatchers. It receives the applications and is also responsible for scrutiny of applications, issuing admit cards, preparation of questions papers with utmost secrecy, dispatch of question papers, receipt of question and answer papers after completion of examinations, its evaluation and declaration of results etc.

Turbulent ride
Aviation regulator DGCA has so far lodged a total of 13 FIRs against as many pilots for obtaining licenses on the basis of fudged documents.

Till date, 13 persons, including five pilots and three DGCA staffers, have been arrested on charges of using forged mark sheets, fudged flying hours and related documents to procure flying licenses from the Directorate General of Civil Aviation (DGCA).

The DGCA had ordered a thorough scrutiny of the documents of all the 4,500 Airline Transport Pilot License (ATPL) holders following a probe of documents of an IndiGo pilot, Capt Parminder Kaur Gulati, who landed an Airbus 320 aircraft at Goa airport on the nose-wheel, thus damaging it.

She was arrested on forgery charges and later released on bail. The regulator is now verifying the papers of over 6,300 co-pilots registered with it and hopes to complete the process at the earliest.

'Don't Panic'
Allaying apprehensions that a 'huge number' of fake pilots were flying planes in the country, Civil Aviation Ministry on Wednesday said such reports were "far from the truth" and there was no need to panic as only 13 such cases have been detected so far after a thorough scrutiny.

"In respect of airline transport pilot licenses (ATPL), almost all licenses have already been examined and found to be genuine, except in respect of the six (cases of forgery) detected," an official statement said, maintaining that 13 FIRs have so far been lodged after scrutiny of licenses.

"The DGCA has commenced examination of all Commercial Pilot License (CPL) records issued during the past and till date seven cases of submission of forged result cards have been detected. FIRs have been lodged with Crime Branch of Delhi Police in respect of all 13 cases (6 ATPLs and 7 CPLs)."

While there are about 4,000 ATPLs, about 10,000 CPLs have been issued till date. "These facts are made known to the public in order to ensure that there is no panic as a result of media reports hinting at huge numbers of fake pilots flying civilian aircraft in the country.

This is far from the truth," the statement said. On complaints regarding certain flying schools, it said three special audit teams, comprising officers of the Directorate General of Civil Aviation (DGCA) and outside experts, would "conduct detailed audit of these schools to detect malpractices, if any".

Procedures to cross-verify documents has been introduced to ensure that the Directorate of Examination and the Directorate of Licensing of DGCA "work in close collaboration", it said, adding that steps have been taken to make the examination system foolproof by having "multi layer security" and computerization. It also spoke about "strongest possible action" having been initiated against those who have resorted to unfair methods.

The official statement came amid a spate of reports relating to aviation safety issues, like arrest of 13 persons including three DGCA staffers, forged documents being used to obtain pilots licenses, some flying schools allegedly fudging flying hours and instances of "blind landings".

Step by step

Other measures being adopted by DGCA:

*  Three teams have been set up by the regulator which would also span out across the country in a few days to carry out full-fledged audits of 40 flying schools.

* These teams, comprising DGCA officers and outside experts, would verify the flying hours logged by various pilot trainees with the log books of air traffic controllers.

*  They would also check the aviation fuel consumption by the flying schools and their fuel bills to see if they match the flying hours clocked by their students.

* Apart from this, a complete revamp of the process of issuing licenses to pilots to tackle the problem of fudging of documents to obtain licenses is being initiated.

* The examination system is being made online and in the case of foreign pilots who get flying training abroad, the DGCA would approach the local aviation regulator and flying school for the authenticity of the documents.

The memo is one of thousands of previously unreleased classified files that the bureau has made public in a new online resource called The Vault.

When news of the cow abductions reached the White House in 1979, there was fear.

'The materials sent to me indicate one of the strangest phenomenon in my memory,' said the then US Attorney General Griffin Bell in a letter to senator Harrison Schmitt, according to The Sun newspaper.

Mr Schmitt represented New Mexico, where countless incidents were reported at a ranch in Dulce, a small town in the north of the State.

In one case an 11-month old bull was dropped close to someone's house from an aircraft and its sex organs had been removed.

The police report about the incident said: 'The bull sustained visible bruises around the brisket seeming to indicate that a strap was used to life and lower the animal from the aircraft... flesh underneath the hide was pinkish in colour.

'A probably explanation for the pinkish blood is a control type of radiation used to kill the animal... both the liver and the heart were mushy. Both organs had the texture and consistency of peanut butter.'

FBI agents were dispatched to farms across the country upon reports to probe the abductions.

A report from the farm in Dulce during 1976 said that a suspect aircraft had landed and left three pod marks in a triangular shape.

A further report commissioned in 1979 added: 'The Department of Justice advised that their criminal division has been aware of the phenomenon of animals being mutilated in a manner that would indicate such acts were performed by persons as part of a ritual or ceremony.'

The FBI added that other possible theories for the mutilation of the animals was as a result of biological warfare or 'unidentified objects' were to blame.

The documents about the cows is just one among thousands of files released by the FBI.

Another secret document released as part of the projects detailed how police and army officers witnessed a UFO exploding over Utah in April 1949.

The top secret document reveals how an army guard, a policeman and a highway patrol, who were all miles apart, each saw a UFO, which they said exploded over mountains near Logan, north of Salt Lake City.

X-RAY SPECS FOR FBI AGENTS

The FBI investigated whether it could teach its agents to see through walls, one memo details.

In the document, written by agent WA Branigan in July 1957, it says that if extrasensory perception could be mastered then the 'possibilities are endless.'

It continues that the Bureau cannot afford to not investigate further, so later that month they held a secret meeting with William Foos.

Foos claimed he could make the blind see and did a stage show where his blindfolded daughter would read a book.

However an investigation revealed the blindfold contained tiny holes and the demonstrations were concluded as 'merely tricks.'

Another file released involves FBI director J. Edgar Hoover and details of the infamous Roswell incident in 1947.

The memo claims that the air force recovered three 'flying saucers' which contained the bodies of alien pilots.

The aliens were described as being 3ft tall with human like bodies, which were dressed in a fine metallic cloth.

The memos from Hoover are the only evidence that the Roswell incident did in fact take place - and the names of the FBI staff involved have been withheld.

The files released do not just cover paranormal activity.

World famous historical events are covered in the files as are alleged criminal activity by celebrities.

Adolf Hitler and World War II files are listed as are documents about Al Capone.

One file in the vault contains detailed information about Melvin Belli, the lawyer who represented Jack Ruby after he murdered Lee Harvey Oswald in 1963.

And another documents the deaths of Bonnie and Clyde, who were killed by officers in Louisiana during 1934.

Other names mentioned among the files include Jimi Hendrix, Marvin Gaye and Groucho Marx.

Mental health professionals have identified four main subtypes of bipolar disorder that together are referred to as bipolar spectrum disorders: bipolar I, bipolar II, bipolar not otherwise specified, and cyclothymia.

Although symptoms vary significantly from person to person factors that differentiate the types of bipolar include the duration and intensity of the mood swings.

Depression is the primary characteristic of bipolar II. While those with bipolar II do have "up" periods, these episodes are less marked. Instead of full-blown mania, people with bipolar II experience hypomania, a milder form of mania. Studies show that women are slightly more likely to have bipolar II.

Though a person with bipolar II may deny that anything is wrong, loved ones will probably notice that he or she seems agitated, is flying off the handle more often, or seems unusually upbeat.

With the formulation of 'Look–East' policy and withdrawal of Restricted Area Permits (RAC) from different parts of North-East region, France has been exploring possibilities of investments in agriculture, tourism, hydel power, medicinal plants, mining and railways, Rysto said.

"I would have not come here unless there was any possibilities of investment," he told reporters here.

A three-member delegation, including 2nd counselor to French ambassador Sonia Barbry, yesterday visited the industrial centre at Bodhjungnagar near here and consulted with chairman of Tripura Industrial Development Corporation (TIDC) Pabitra Kar and industrialists of the state.

Today the delegation left for Pencharthal, a tribal inhabited area in North Tripura district about 185 km from here to see the celebration of the three-day long Bijhu festival of Chakma tribes.

Power supply in certain part of city continued to be disrupted after the storm uprooted trees and snapping power lines.

Internet connectivity was also reported to have been disrupted due to the storm at some places.

No casualty was reported from anywhere due to the storm.

''The workers had to adjust the functional feeder lines to provide power to those areas which were under complete darkness,'' Meghalaya Energy Corporation Limited Public Relations Officer EB Kharmujai said.

He said power supply in all the areas of the capital city would be restored by this evening.

Hong Kong, Apr 14 : A period drama about a young man, a duke and royal orgies drew hundreds in Hong Kong to the premiere of the territory's first 3D erotic film earlier this week.

The soft-porn Sex & Zen: Extreme Ecstasy debuts as the stricken porn industry turns to 3D as a potential money-spinner to revive its fortunes following the success of Hollywood blockbusters such as Avatar.

"What we're going to expect is that people don't take it as an erotic or any gross thing to look at," said director Christopher Sun.

A period drama about a young man, a duke and royal orgies drew hundreds in Hong Kong to the premiere of the territory's first 3D erotic film earlier this week.

"Try to take it as an entertaining movie for adults."

His father, Stephen Shiu, was responsible for the original "Sex and Zen," a 1991 film that grossed over US$2.6 million and held the crown as the city's highest-grossing adult film for over a decade.

Based on a classic Chinese erotic text, The Carnal Prayer Mat, the $3 million film, released on April 14, follows a young man as he befriends a duke and enters a world of royal orgies and other sexual peccadilloes.

The film, which began production last August in a shabby film studio on the leafy fringes of Hong Kong, uses slapstick comedy and an amusing script to offset some of the more explicit sex scenes and occasional shocking violence.

Seven simultaneous premiere screenings took place in central Hong Kong, and Sun said he hopes it will run for over a month. This would take in both the Easter and the crucial May Day holiday, seen as key for one target audience - Chinese tourists.

The Chinese government has engaged in a long-term crackdown on smut, and movies with sexual content are generally banned.

"We have already drawn a lot of tourists and also I say they are actually ordinary Chinese people. Of course they are adults," Sun said.

"There's no way to show this film there in China so they just come by and try to watch it."

Taiwanese newspapers reported that at least five tour groups from mainland China had already made reservations to see the film during the May Day holiday.

With 3D films taking almost twice the time to shoot of conventional movies and requiring higher budgets, more advanced equipment and elaborate lighting, the porn industry has been slow to take up the technique despite early excitement at its promise.

But despite this, major 3D sex movies are now reportedly in the works.

US adult entertainment firm Hustler is said to be working on a three-dimensional porn spoof of the lithe, blue aliens in Avatar, while Italian director Tinto Brass plans to film a 3D version of his classic 1979 erotic film Caligula, based loosely on the life of the dissolute Roman emperor.

Many viewers appeared drawn by the film's novelty, with some saying they liked it better than they had expected.

"I think people should really view this movie as more a romantic movie with kind of a lot of sexual scenes just coming in between," said a woman who said she worked in finance but declined to give her name.

"I think there's a deeper message to the movie than just people expecting to see body parts flying around."
