Florida State tries new tactic in bid to deal with invasive species

Florida has an interesting way of dealing with the invasive Burmese pythons colonizing the Everglades: dangle cash prizes in front of would-be hunters.

Next month's 2013 Python Challenge, run by the state wildlife commission, will award $1,000 to the hunter who kills the longest snake, and $1,500 to the person who snuffs out the most, the South Florida Sun Sentinel reports.

You don't even need a hunting license to participate, unless you're under 18, but you do need to take an online training course that will teach you how to kill the snakes humanely.

BSNL Telecom Lines in Mizoram Down

Aizawl, Dec 7 : All telecommunication lines manned by BSNL in Mizoram, including mobile phone network and internet, were down for more than 20 hours since last evening.

Mizoram BSNL Deputy General Manager Lalhmachhuana told PTI that the BSNL’s optical fibre cable (OFC) linking Mizoram with the rest of the country was snapped between Silchar and Badarpur in Assam’s Cachar district along the National Highway - 54.

“The optical ground wire of the Power Grid Corporation of India Ltd also snapped at the same time,” Lalhmachhuana said, adding that Mizoram was cut off from the rest of the country on the telecommunication highway before it was partially restored this evening.

He added that efforts are on to fully restore the system which might take time.

The BSNL’s OFC line was reportedly damaged by people working on NH-54 working on the construction of a four-lane road.

Mizoram RS Member Undecided on FDI Vote

Aizawl, Dec 7 : As the Rajya Sabha is set to vote on FDI in retail on Friday, Lalhmingliana, the lone member of the upper house from Mizoram, on Thursday said he was yet to take a decision on which side he would cast his vote.

Hminga, a leader of opposition Mizo National Front, said he would announce his decision by tomorrow after consulting the MNF leadership.

Former chief minister and president of the MNF Zoramthanga, however, told PTI that the party had decided that Liana was free to cast his vote according to his conscience.

Zoramthanga said Liana being a veteran party leader knew what the party wanted.

But other top party leaders expressed the opinion that he should vote against FDI in retail on the ground that the Congress, which headed the UPA government at the Centre, was the main political opponent of the MNF in the state.

9 Bands To Rock For Hornbill Finals

Nine bands- 24 x 7, Pune; Ably, Mizoram; Gingerfeet ,Kolkata; Clueless Attention, Nagaland; Dosser’s Urge, Shillong; Four Fields, Nagaland; Adam’s Apple, Darjeeling, West Bengal; Titans ,Tura ,Meghalaya and Black Rose, Nagaland will battle it out in the finals of Airtel Hornbill National Rock Contest (HNRC), 2012 on Friday evening, which would start at 5 p.m. at IG Stadium, Kohima.

Day 3 of the competition witnessed three competing bands- Black Rose (Nagaland), Reverse Polarity (Mumbai) and Street Stories (Shillong).

As a special act, Divine Connection and Incipit treated the audience with their enthralling performances.

Judges of the contest are Deepak Castelino from Delhi and Thejove Medeo and Andrew Ngully (both from Nagaland).

Further, it has been informed that the sound check would start at 11 a.m. on December 7. On the grand final day, gates will open by 4 p.m. at IG stadium and it will be free entry.  It may be mentioned that altogether 22 bands from across the country has been taking part in the rock contest.

The week-long contest is a part of the annual Hornbill Festivalorganized by the state government’s Music Task Force (MTF), department of Youth Resources and Sports and the event is managed by XL.

SC Slams Centre on Manipur Encounter Killings

New Delhi, Dec 7 : The Supreme Court on Thursday said a proper probe is needed into various encounter killings in Manipur and suggested formation of a Special Investigating Team to probe into some of those cases, a proposition opposed by the NHRC and Centre.

"Why there should not be a proper investigation? There is more than meets the eye. So many encounters took place. Situation is not normal. We are concerned about the failure of constitutional scheme," the bench said.

One of the petitioners contended that CBI can be directed to inquire into those cases but the bench said it might not be practical solution as agency would take years to complete the probe.

"What would CBI do? It would take years and years to complete the probe," the bench observed.

The proposition of setting up SIT was opposed by the Centre and the NHRC (National Human Rights Commissions). The Commission said it would not be possible for SIT to probe such a large number of cases.

The court was hearing a public interest litigation (PIL) petition by an association of the families of the alleged victims, pleading with the apex court to set up a special investigation team and direct inquiry into around 1500 such cases.

The apex court expressed surprise on how a 12-year old boy, said to be a militant, was killed in the state.

"How can a 12-year old boy be a terrorist?," the bench said adding "We expect NHRC to be more effective in dealing with such cases."

The counsel appearing for NHRC, however, submitted that the commission can not enforce its guidelines as it lacks penal powers.

"SIT may not be a proper solution as the number of incidents are so high. What requires is a proper guidelines and its effective implementation," the commission said.

The Centre, meanwhile, contended that a one-sided picture has been portrayed by the petitioner before the apex court and the situation is not so grim in the state.

"Petitioner has tried to present a very gloomy picture of Manipur, as if people of the state are completely alienated. It is submitted that this is not the correct position. While the state of Manipur is facing the insurgency problem and the police and armed forces are dealing with that problem to the best of their capabilities, the common man is not generally affected by such counter-insurgency operations," it said.

The government also justified the protection given to the armed forces personnel posted on duty to enable them operate with requisite thrust and drive but said it is also considering amendments in the Armed Forces Special Powers Act.

"The matter was placed before the Cabinet for making a few amendments in the Act after following inter-ministerial consultation procedure prescribed therefor. It was advised to place the matter before the Cabinet Committee on Security first. The Cabinet Committee of Security did not approve the same. As suggested by the competent authority, the process of further consultation between the ministries has been undertaken and a final decision in this regard can only be taken by the Cabinet," it said.

"Nevertheless, the exercise of amending the AFSPA is under consideration of the government," the Centre said in its affidavit.

The association said in all, over 2000 odd extra-judicial killings have taken place in the state, but no one has been held guilty till date.

It alleged innocent people with no criminal records have been killed by security forces and no proper investigation has been done in such cases.

"Not only were there no criminal investigations and prosecutions of the guilty, even departmental enquiries were not conducted and no policemen or personnel of the security forces were punished departmentally for their actions.

"The magisterial enquiries that took place sometimes were conducted by the executive magistrates under the cover of secrecy and most often without intimation to the eyewitnesses and the members of the families. They were conducted as an eyewash," the petition said.

The apex court had earlier on July 4 agreed to hear a similar plea for probe into the alleged extra-judicial killings by the Border Security force in the West Bengal border area.

In that case petitioner Bangla Manabadhikar Suraksha Mancha, a Kolkata-based NGO had alleged that there are more than 200 cases where the BSF personnel indulged in extra-judicial killings and torture in the border area and those cases were never probed by the state police.

The NGO had alleged that instead of registering FIR against the BSF personnel, it is registered against the deceased and the case is closed on that basis.

Disunity in Hmar Body Delaying Talks: Mizoram Home Minister

Aizawl, Dec 6 : Mizoram home minister R Lalzirliana on Wednesday justified the state government's refusal to hold further parleys with the Hmar People's Convention (Democrats) militants saying that the government did not know which faction to talk to.

Lalzirliana also alleged that while some militant groups signed Suspension of Operations (SoO) with the security forces in neighbouring Manipur under the supervision of the ministry of home affairs, some factions were indulging in criminal activities, including abduction for ransom, extortion and even armed robbery, rather than depositing their arms in the designated camps in accordance with SoO.

It was not only the militant groups, but also the Hmar community, concentrated in the northeastern parts of Mizoram, adjoining Manipur and the political leaders, who were plagued by disintegration, resulting in major political parties taking advantage of the division for political mileage.

Hmar leaders of the now splintered Hmar People's Convention (HPC), the erstwhile underground outfit which surfaced up, are trying for unity to strengthen their demand for implementation of the 1994 peace accord signed by the Mizoram government with the HPC.

The HPC Memorandum of Settlement Implementation Demand Committee (MoSIDC) set up last July is ready to reach out to New Delhi in their bid to bring the Sinlung Hills Development Council under the Sixth Schedule as agreed in the MoS.

Nagaland's 1st Christian Online Radio Launched

The radio is a joint venture of Highland Dawn Media Nagaland and Chennai Christian Radio.

Kohima, Dec 6 The first online Christian radio station in Nagaland was launched to provide a platform to Naga musicians.

Chotisuh Sazo, parliamentary secretary for social welfare, child and women development, launched the Nagaland Christian Radio (NCR) Monday in the state capital Kohima.

The radio is a joint venture of Highland Dawn Media (HDM) Nagaland and Chennai Christian Radio (CCR).

“The program should reach to those who do not have access to it otherwise. It would be a blessing to local Christian community as well,” said Sazo.

He said the radio should set an example for other non-Christian states and countries.

Bob Swaggerty, the founder of CCR, said when he landed it in India five years ago, he felt the need for Christian radio and had a vision to start an FM radio station.

Swaggerty is a radio-broadcast engineer with 15 years experience from the United States of America.

He started CCR in 2010 that currently has an average of about 700 listeners per day and about 60,000 tune in’s per month from 22,000 unique listeners.

Bob said he planned to start radio channel in Nagaland as he saw passion for music among young Nagas.

“This first online NCR would play the best Christian music from across the globe as well as from local artistes and Church youth groups,” he added.

Swaggerty expressed hope that NCR would attract listeners locally and Nagas living abroad and would be accessible from Iphone, Android, blackberry and Nokia devices in near future.

Meghalaya Wants To Develop Shale Gas Production

Shillong, Dec 6 : The Meghalaya government on Wednesday said it wants to tie up with private power producers for the development of its shale gas assets in the state.

“Meghalaya has a lot of shale gas potentiality, but lacks the technical know-how for its development,” Power Principal Secretary J P Prakash said.

At a conference on ‘Empowering the North East-overcoming challenges in development of the power sector in the NE India’ here, he said: “The state desires to tie up with private power producers for developing shale gas in the state. We urge Independent Power Producers Association of India to induce private companies which are experts in the field to invest in the state.”

A detailed study on the amount of shale gas present in the state is being conducted by a Mumbai-based company, he said.

Shale gas is a natural gas within shale formations under the earth’s crust.

Chief Secretary W M S Pariat asked IPPAI to submit its recommendations and inputs emerging from the conference to the state government.

Claiming that North East was not only a power hub for the country, but for the South East region, Pariat, however, stressed on the need to bring society in tune with projects undertaken.

Stating that the issue of land acquisition needed to be looked into, the chief secretary said: “Land acquisition is a difficult aspect with the unique land tenure of the state, but, it is ensured that land for power projects is acquired through government.”

He said that it was also important to take local sensitivity into account when planning for setting up of hydel power projects.
