MNF Accuses Mizoram Govt of Having Links With Militants

MNF leaderAizawl, Dec 3 : Opposition Mizo National Front (MNF) today accused the Congress Government of having links with an insurgent group operating in north and north eastern parts of Mizoram by allowing the ultras continue various activities like extortion.

The MNF in a release alleged that the militant group forcibly collected Rs 2,49,400 last year from the people of many villages in northern part of the state and state home minister R Lalzirliana admitted this in the assembly on October 20 last year.

The home minister then said a Congress legislator was also not spared by the group that extorted money from government contractors too, the statement said.

Chief Minister Lal Thanhawla had assured the assembly that the militants would not be allowed to indulge in extortion, the statement said, “However, extortion continued in the areas unabated till date.”

Though the MNF did not mention the name of the militant group, it was clear that the party was talking about the Manipur-based Hmar People’s Convention - Democrats which held talks with the state government here on November 11.

The state government and the HPC-D signed and agreement on the Suspension of Operation to ensure cessation of hostilities for a period of six months during which the Hmar militants would be allowed to move freely in the state without arms and the state police and para-military forces would refrain from launching operations against them.

Mizoram Eyes Number One Spot in Literacy

AppleABCsAizawl, Dec 3 : State Education Minister Lalsawta today said the government had embarked on a mission to make Mizoram a state with cent per cent literacy rate.

Launching a Rapid Action Total Literacy Campaign in Mizoram (RATLC) at Lunglei in southern district, Mr Lalsawta said the basic aim of the RATLC was to meet the objective before the 2011 Census.

''Becoming a number one state in any field is a difficult task in a vast country like India. But, Mizoram has a bright future in literacy and this mission could be accomplished,'' he added.

The Education Minister informed that the desire to become the country's most literate state had acquired the dimension of a mass movement with all the churches, the NGOs and the student bodies cooperating with the government.

Under the Sarva Shiksha Abhyian, efforts are being made to enroll all children aged between six and 14 in schools.

In 2006, Mizoram achieved a literacy rate of 90.27 per cent, second only to Kerala.
Two southern districts - Lunglei and Lawngtlai, and Mamit district in western Mizoram - have been lagging behind other districts of the state in literacy percentage.

According to official records, there are 12,129 illiterate people in Lawngtlai district, 4,200 in Lunglei district and 2845 in Mamit district.

The Rapid Action for Total Literacy Campaign, undertaken in collaboration with the SSA Mission, aims to achieve cent per cent literacy rate in Mizoram.

Parliamentary Secretary S Laldingliana, who accompanied the minister, also said literacy and education were the areas in which Mizoram could become ''number one with much difficulty''.
''In this task, anyone who is able to read and write is a qualified teacher to teach others,'' Laldingliana said.

Laldingliana said the RATLC action plan would last till January and the three districts of Lunglei, Lawngtlai, and Mamit were the targeted areas.

He said the campaign had been launched at this point of time since it is an off-season for the farmers.

Mizo School Wins Subroto Cup

subroto cupNew Delhi, Dec 3 : F Lalrempuia scored the all-important goal to help Government Mamit High School (Mizoram) overcome Army Boys (Danapur, Bihar) to win the U-17 Subroto Cup football tournament here at the Ambedkar Stadium on Thursday.

Lalrempuia, who was adjudged the best player of the tournament, converted the spotkick in the 45th minute to put paid to the hopes of Danapur team.

Air chief marshal PV Naik PVSM VSM ADC, Chief of the Air Staff and chairman of Subroto Mukerjee Sports Education Society gave away the prizes to the teams.

Delhi Gangrape: 3 Arrested; Case Solved, Say Cops

delhi gangrape sketchNew Delhi, Dec 2 : With the arrest of three members of a criminal gang from Haryana's Mewat district, the Delhi Police today claimed to have solved last month's case of abduction and rape of a Mizo BPO employee which sparked a public outrage and raised questions again over the safety of women in the city.

Commissioner of Police B K Gupta said two people were arrested in a raid by a team of over 300 police personnel from Mewat after they zeroed in on the gang following thorough investigations.

Out of the five men allegedly involved in the crime, two -- Shamshad and Usman -- were arrested last night, and a third -- Shahid -- gave himself up today in Faridabad. But two others -- Kangru and Iqbal -- are still at large, he said.

Gupta told a press conference that a team consisting of 15 officers of DCP and Inspector-level rank, and 300 police personnel was constituted to probe the case and nail the culprits.

The team was led by Joint Commissioner (Southern Range) Amulya Patnayak and Deputy Commissioner of Police South H S Dhaliwal.

Gupta said the victim, who fully cooperated with the police, had told them some peculiar characteristics of the vehicle in which she was abducted and this helped them trace it.

"It was a totally blind case. The culprits had left no clue, even their vehicle bore no number. Zeroing in on the main suspects was, therefore, a herculean task," Gupta said.

He said Dhaliwal had not shared all the information with the media during the investigation as that would have helped the culprits.

Dhaliwal said the crime was committed on the "spur of the moment". He said the culprits who were on the move saw the victims in their office cab after which they chased them to their place of drop.

"When they saw the two women walking towards their apartment, they abducted one while the other managed to escape," he said.

The incident had occurred at 1.10 am on November 24. The victim was abducted by the culprits while she was walking towards her rented accommodation in Moti village near Dhaula Kuan along with her colleague after being dropped by their office cab from their workplace in Gurgaon.

The commissioner said they had decided to trail the BPO cars to see whether they are dropping the girls right up to their destinations. He said they are also discussing legal provisions in this regard.

The investigation involved checking nearly 6,000 vehicles and scanning the entire Mongolpuri area, where the gangrape was committed, to scour for suspects.

He said the main accused in the case was also arrested in connection with a gangrape in 2007 in Faridabad along with his uncle and brother.

Aadhaar, UUID Launched in Northeast India

Aadhaar-Unique-Identification-Number-in-IndiaAgartala, Dec 2 : Aadhaar, a 12-digit identity number to be issued by the Unique Identification Authority of India (UIDAI) for all Indian residents, was formally launched in the northeastern state of Tripura Thursday.

Tripura is the first state in the northeast and the eighth in India where Aadhaar has been launched, according to officials here.

Jitendra Chowdhury, Tripura's minister for rural development, industries and commerce, formally commenced Aadhaar, that means 'foundation' or 'support', at a public function in southern Tripura's Sabroom, 135 km south of here.

'By March 2011, the enrolment of all residents of Tripura would be completed. Then, they would get the Aadhaar number directly from the UIDAI,' Tripura rural development department commissioner Kumar Alok told IANS.

'The quality and speed of lots of government programmes and issue of official documents to people would be improved through this Aadhaar number. People's harassment in getting governmental facilities and services will also be reduced,' said Alok, an engineer turned Indian Administrative Service (IAS) officer.

According to the official, the Aadhaar number will be stored in a centralised database and linked to the basic demographics and biometric information, including photograph, 10 fingerprints and iris of each individual.

'As the people live in scattered areas of the mountainous northeastern region, they will be benefited to a large extent in getting governmental facilities and services besides improving their socio-economic condition,' Alok said.

'The Aadhaar number and all details of an individual will be easily verifiable in an online and cost-effective way,' he added.

Will They Ever Be Safe in Delhi?

Being a woman can be tough enough on the mean streets of Delhi. Being from the North- east as well, can invite double trouble. Here's a case in point mentioned by a North- easterner who didn't want to be named: In JNU, you sometimes see women coming out of the men's hostel. If it's a woman from the North- east, it gets noticed even more.

"In Delhi University, for example, every woman student tries to look her trendiest - women from the Northeast do the same but invite more unwanted attention," says Ningreichon Tungshang, a member of the Naga People's Movement for Human Rights. " If you're walking on the streets, eveteasers will shout out, ' Chinky…bahadur'. I can understand if it's the uneducated, but no, these are men who drive BMWs," she says.

As a newcomer, Delhi can be intimidating for anyone. Rosey Sailo Damodaran, joint director in the Rajya Sabha secretariat, found that working in a sarkari office saved the day for her. Her personal views: " A single North- east woman is grilled about why she still isn't married and whether she eats meat. Then she's asked to produce an identity card from a 'respectable' office. Status matters," says Sailo Damodaran, recalling the bias she faced initially. But then, those were her initial years in Delhi."The challenge has been to dispel all pre- conceived notions patiently, prove your calibre in your chosen field and assert your right to study, live and work in Delhi with respect just as any other migrant from any other state," says Sailo.

SINGLED OUT

Architect Reshmi Jyrwa, who came to Delhi 11 years ago from Shillong, too was lucky because she went to the right college where such discrimination didn't exist. "But I have a friend who went to a reputed management college, and was denied admission in the hostel because she was from the North-east. She took up a place outside, but because she did not get hostel accommodation, she was an outsider... and treated like one.Eventually, she had to drop out and leave Delhi.

I know of many other people from my home town, Shillong, who had to throw away their future only because of people who refused to see beyond stereotypes," Jyrwa says. There was another incident when Jyrwa's acquaintance from Nagaland was refused entry into a night club because she didn't " fit the profile". They were okay with her profile until they learnt that she wasn't an expat. Says Jyrwa: " It's very easy to blame a place, but it's the people who make a place what it is. Delhi has been safe for me as long as I was with the ' right kind of people'. On my own, I've faced a tougher time."

'YOU PEOPLE' & US

There's also a "you people" attitude that can makes a North- eastern woman feel permanently like an outsider if she doesn't find the right crowd for herself. Says Thingngamchon, who came to Delhi from Manipur, worked here as a music teacher and a media professional, and is now on a sabbatical: "My concerns are for the girls who come here seeking employment and to escape the violence in their state. They are soft- natured and polite…not aggressive enough. They work in the services sector such as hospitality, retail and BPO - life's a struggle for them because they don't earn enough and some of them, especially in retail are exploited by their employers. I know one girl, who wasn't even paid her salary when she took leave on account of her father's death." Most of them, she says, are caught in a vicious cycle.

As for going to the cops when in trouble, Ningreichon's found while helping women from the region that they go to the police station as a victim and end up being grilled on why they dress the way they do and keep late nights. " There are so many dos and don'ts for them:don't create a ruckus, don't cook anything smelly. Since boys and girls - relatives - live together since it's more affordable, moral issues are raised.

Sailo Damodaran, meanwhile, feels that since Delhi is a "cultural melting pot and yet a very aggressive city" it makes sense to " be alert and well- informed about the ways here". Her advice: " Maintain your identity but also be sensitive to the culture of others." She also feels the " dominant community" here needs to be sensitised about the North- east people." Many don't even seem to be aware that there are seven states very different from each other," she says. She also feels that if Delhi could be made safe for women, half the problem of women from the North- east would be solved.

Delhi: Two Detained in BP0 Employee Rape Case

New Delhi, Dec 2 : Sources have told CNN-IBN that two men have been picked up for questioning by the Haryana police in connection with the abduction and rape of a 30-year-old call centre employee.

The two suspects identified as Shamshad and Usman were detained late Wednesday night from Haryana's Mewat district.

Police said they resembled the sketches of the three suspects released by them.

The police have also seized a vehicle allegedly used in the crime.

The incident took place on November 26 when the Mizo woman was walking towards her home in Moti village near Dhaula in south Delhi early last Wednesday morning along with one of her colleagues when the men in a vehicle abducted her and took turns to rape her.

She was later dumped in Mongolpuri after which she approached police.

Assam Records 798 HIV Cases in 2010

aids in IndiaGuwahati, Dec 2 : The Assam State AIDS Control Society has started implementing the phase III of the National AIDS Control Society (NACP), with the main objective of halting and reversing the trend of the AIDS epidemic by the year 2012.

The number of HIV positive cases detected in the State in the year 2010 till September was 798. Last year, a total of 958 cases were detected, while in 2008, the number of detected cases was 774

An official release highlighting the achievements of the Assam State AIDS Control Society said that going by the trend of positivity rate in Assam, the State was progressing in the right way to accomplishing the goal of the programme.

The positivity rate per thousand, which was 10.7 in 2001, has come down to 7.5 in 2010(as on September).

Notwithstanding this, Assam continues to be a highly vulnerable State due to a number of factors such as being the gateway of the North East, surrounded by two high prevalence Sate of Nagaland and Manipur, unsafe sexual practices by flouting/mobile populations, truck drivers and helpers, Army/CRPF personnel, traveling businessmen/salesman, students, tourists and migrant workers etc.

The region’s easy access to drugs use is largely attributable to its close proximity to the heroin producing ‘Golden Triangle’ of Laos, Myanmar and Thailand.

The adult prevalence in Assam is .03 per cent and the number of HIV positives and AIDS cases is 4,800 and 1,205(907 male and 298 female) respectively.
