Massive Earthquake Jolts Japan, Triggers Tsunami

tSunami japanTokyo, Mar 11 : A massive 8.8-magnitude earthquake shook Japan on Friday, unleashing a powerful tsunami that sent ships crashing into the shore and carried cars through the streets of coastal towns.

Multiple injuries, but no immediate deaths, were reported from the Pacific coastal area of Miyagi on the main Honshu island, police said according to media, and TV footage showed widespread flooding in the area.
The quake hit in the early afternoon, also strongly shaking buildings in greater Tokyo, the world's largest urban area with 30 million people.

At least six fires were reported in Tokyo, where the subway system stopped, sirens wailed and people streamed out of buildings.

The first quake struck about 382 kilometres (237 miles) northeast of Tokyo, the US Geological Survey said, revising the magnitude from an earlier 7.9.

Japan, is located on the "Pacific Ring of Fire" and dotted with volcanoes, and Tokyo is situated in one of its most dangerous areas.

A tsunami warning was issued for Japan, Taiwan, Russia and the Mariana Islands, the Pacific Tsunami Warning Centre said.

"An earthquake of this size has the potential to generate a destructive tsunami that can strike coastlines near the epicentre within minutes and more distant coastlines within hours," the centre said in a statement.

It also put the territories of Guam, the Philippines, the Marshall Islands, Indonesia, Papua New Guinea, Nauru, Micronesia and Hawaii under a lower tsunami watch.

The yen fell to 83.30 against the dollar from 82.81 before the quake struck.

The mega-city of Tokyo sits on the intersection of three continental plates -- the Eurasian, Pacific and Philippine Sea plates -- which are slowly grinding against each other, building up enormous seismic pressure.

The government's Earthquake Research Committee warns of a 70 percent chance that a great, magnitude-eight quake will strike within the next 30 years in the Kanto plains, home to Tokyo's vast urban sprawl.

The last time a "Big One" hit Tokyo was in 1923, when the Great Kanto Earthquake claimed more than 140,000 lives, many of them in fires. In 1855, the Ansei Edo quake also devastated the city.

More recently, the 1995 Kobe earthquake killed more than 6,400 people.

More than 220,000 people were killed when a 9.1-magnitude quake hit off Indonesia in 2004, unleashing a massive tsunami that devastated coastlines in countries around the Indian Ocean as far away as Africa.

Small quakes are felt every day somewhere in Japan and people take part in regular drills at schools and workplaces to prepare for a calamity.

Nuclear power plants and bullet trains are designed to automatically shut down when the earth rumbles and many buildings have been quake-proofed with steel and ferro-concrete at great cost in recent decades.

The Indian Railways is studying a proposal to construct a high-speed rail link which will ultimately link the country with China in the future. China has too shown a keen interest to have rail link with India through Manipur areas.

At present, China is carrying out a major railway project on its borders to establish a link with India. The proposed rail link between these two giants of Asia is likely to improve further business and trades between them.

According to a Railway Board official, the Indian Railways has already started its initial preparations to provide a rail link on the Jiribam -Moreh route linking Manipur and Myanmar.

The railways has been laying broad gauge (BG) rail lines from Jiribam in south-western Manipur to Moreh on the border of Myanmar, he said, adding this route will connect with the proposed track link being built on the India-Myanmar borders.

The Board official said that an established rail link between India and Myanmar is bound to help these two countries for carrying more shipment and transportation of goods easily to China.

According to a report, India s largest trade partner is China in Asia registering about $ 60 billon worth trades last year alone, he said.

According to sources, the railways considers Myanmar as an important regional hub for the railways connecting China and India. China has been trying for long to have its south-western regions develop rail ink with parts of Myanmar.

India is equally keen to make trans-Asian rail project successful in the larger interests of both China and India, sources said, adding the Indian Railways has worked out its plan under the Look East policy providing rail link through Silchar-Imphal-Moreh route to China.

According to sources, the railways has decided to complete two major rail projects in the eastern region. While it will develop outskirts of Imphal city for road purpose, it is keen to make Moreh a centre place for import and export.

China wants to build a high-speed rail link to most of the south-western cities, including New Delhi, sources said.

Recently, China reached an agreement with several Central Asian countries to go ahead with the ambitious trans-Asian rail project connecting it directly to India, Pakistan, Iraq, Singapore, Russia and other European countries.

However, China s most important proposal is to build a rail line from Kunming located in south-western Yunnen province in Myanmar to New Delhi, sources said.

The fact that Arunchal Pradesh is an integral and inalienable part of India has been conveyed to the Chinese side. Government’s position that there should be no discrimination against visa applicants of Indian nationality on grounds of domicile and ethnicity had also been clearly conveyed to the Chinese Government on several occasions, including during the recent visit by Chinese Premier Wen Jiabao, last December, Minister of State for External Affairs E Ahmed said in a Rajya Sabha reply to a question by Kumar Deepak Das.

China disputes the international boundary with India in the Eastern sector and claims approximately 90,000 square kilometres of Indian territory in the Arunachal Pradesh.

The Minister further confirmed that China is developing rail links in the border regions opposite India in the Tibet Autonomous Region (TAR) including the proposed extension of the Qinghai-Tibet Railway line up to Nyinchi.

India and China have established a strategic and cooperative partnership for peace and prosperity.

‘A Shared Vision for the 21st Century’ was signed during the visit of the Prime Minister of China in 2008.

The two sides have established dialogue architecture to discuss cooperation in various fields, including political relations, economics, culture, consular, finance, anti-terrorism, water resources and policy planning, the Minister said.

Bullet Proof pajero MizoramAizawl, Mar 11 : The Mizoram government will import modern arms and a bullet-proof car to step up security in the state, plagued by short bursts of militant violence.

While the bullet-proof car is on its way to Aizawl, the Mizoram government, to buttress the strength of police, will import some regulation arms from the US and Italy.

Expedite Peace Process: Rio, Civil Society Groups Request Prez

By Shakeb Ayaz

Neiphiu_RioKohima, Mar 11 : Nagaland Chief Minister Neiphiu Rio and prominent civil society groups today urged President Pratibha Patil to expedite the peace process saying the unresolved decades-old Naga political issue has brought about alienation among the people.

Addressing a gathering at a public reception for Patil in Kisama bamboo heritage village here, Rio asked the government to make to "make concerted efforts to resolve the Naga political issue as the state and its people have been mired in conflict for too long and many precious lives have been lost".

He said the people of the state are anxiously waiting for a positive outcome of the Naga peace process.

During her two-day visit to the state, Patil interacted with representatives of apex tribal council Naga Hoho, NGOs and civil society groups and unveiled a monolith at the entrance of the main arena of the heritage village.

The Naga Hoho in a memorandum urged the President to see that the ongoing peace process was expedited and appealed to her for unconditional release of Naga political prisoners or detainee arrested during the ceasefire period.
Besides expediting the peace talks, some women NGOs requested her to initiate steps for implementation of 33 per cent reservation of seats for women in municipal and town councils in Nagaland.

In her speech at the public reception, Patil said, "This (northeastern) region stands strategically placed at the doorstep of the nations of South East Asia, and can play a crucial role in the development and effective fructification of our ''Look East Policy''.

"This will provide economic benefits to Nagaland also.

Increased connectivity with the nations to the east of India will open the scope for investment and tourism, including eco-tourism and culture tourism in the northeastern states, a sector which has not really so far performed to its potential," she said.

Rio expressed disappointment over lack of four-lane roads, adequate rail links, or an airport here. He also said that the state does not have a single Central or regional educational institution.

Patil, however, said that since attaining statehood in 1963, Nagaland has made significant progress.

"Even though development started under very challenging circumstances, much has been achieved over the years in different fields."

In the evening, Patil reached Manipur, where she was received at the Imphal airport by Governor Gurbachan Jagat and Chief Minister Okram Ibobi Singh among others.

She will meet representatives of various social organisations tomorrow morning and lay the foundation stone of some institutions before leaving for New Delhi.
