Young Mizo Association Gets National Award From President

New Delhi, Jun 28 : Mizoram’s largest and powerful non-governmental organisation, Young Mizo Association (YMA) received a prestigious national award from President Pranab Mukherjee here in Vigyan Bhawan on June 26.

The President presented the award for outstanding services in the field of Prevention of Alcoholism and Substance (Drug) Abuse-2013 to the Central Young Mizo Association, Aizawl in the category of Best Non-profit Institution.

Prior to YMA, Young Lushai Association (YLA) came into existence on 15 June, 1935. Later it was rechristened as Young Mizo Association on 7 October 1935 for wider coverage.

At present YMA has 5 sub-headquarters, 47 group YMA and 772 branches, spreading all over Mizoram, Assam, Manipur, Meghalaya, Nagaland and Tripura. All its branches within and outside Mizoram is administered by Central YMA which has its headquarters at Aizawl, Mizoram state capital.

The mottos of YMA are Good use of leisure time, Reverence for a good Christian life, and Striving towards a holistic development of the Mizo society.

Based on the principle of ‘tlawmngaihna’ (spirit of selfless service), YMA became popular in all over Mizoram and remained powerful in carrying out social services and humanitarian works till today.

The spirit of ‘tlawmngaihna’ is the backbone of YMA. The word ‘tlawmngaihna’ is only found in Mizo soceity, not elsewhere. The Mizos are famous for their selfless sacrifice for others which is quite significant.

YMA has also received “Indira Priyadarshini Vrikshamitra Award” from the Govt. of India in 1986, “Excellence Service Award” from the Govt. of Mizoram for the three consecutive years, 1988-1990, and “Indira Gandhi Paryavaran Puruskar” from the Govt. of India in 1993.

Border To Be Sealed with Mizoram-Myanmar To Prevent Pig disease

Aizawl, Jun 28 : The Centre is of the view that the north eastern states, especially Mizoram, should seal their border with Myanmar to ensure that the dreaded swine fever, Porcine Reproductive and Respiratory Syndrome (PRRS), infected pigs were not imported to India.

Dr L.B. Sailo, director of the Mizoram Animal Husbandry and Veterinary department, who attended a meeting of the expert committee on tackling PRRS in New Delhi told PTI today that the Centre was alarmed over the detection of PRRS cases in the north eastern state.

Sailo said that while Mizoram also banned import of pigs from Myanmar, the Centre felt that deployment of para-military forces was warranted to ensure complete sealing of Mizoram's 404-km-long international border with that country.

"Myanmar was the only country having PRRS till some swine in India's north east were found to be infected with the dreaded disease," he said.

At least 3,800 pigs died during March and April this year in Mizoram and many of them were found to be infected with PRRS by ICAR's laboratory in Barapani, Shillong which was confirmed on June 21 by High Security Animal Disease Laboratory, Bhopal.

It would be hard to imagine a more misleading title than “Fiercely Modern: Art of the Naga Warrior,” the name of a show at the Rubin Museum of Art. The Naga, a diverse collection of peoples speaking similar languages and residing in a mountainous area in northeastern India, certainly were fierce. Headhunting was one of their prized pursuits. But they were far from modern by present-day standards. In fact, the culture of the Naga was nearly destroyed by modern Europeans. First came mid-19-century subjugation by the British, who wanted to stop the irritation of headhunting raids on neighboring Indian territories. Then American Baptist missionaries invaded, eventually succeeding in almost totally suppressing the Naga’s “satanic” practices and converting nearly all of the population to nominal Christianity.

Including clothing, jewelry, weapons and ceremonial objects, the Rubin’s exhibition serves more as an enticing introduction than a deep and wide exploration of its subject. It was drawn from a collection assembled in the 1930s by the anthropologist Christoph von Fürer-Haimendorf and now owned by the Welt Museum Wien in Vienna (previously the Museum für Völkerkunde).
The exhibition’s most attractive objects are those worn by warriors, including bracelets, chest pieces and elaborate ceremonial headdresses made from metal, beads, feathers, animal bones and teeth, dyed hair and fur. Many are extraordinarily beautiful and positively flamboyant. Wonderfully imaginative hats rigged with extensions from which hang feathers, hair and other richly colored materials have a surrealistic and sometimes comical appearance that might have inspired Dr. Seuss.
To contemporary Western eyes, however, the most sophisticated works are the shawls and wrap skirts, which, in the Naga’s strict division of labor, were woven exclusively by women. (Basketry was the men’s purview, and the show includes some impressive examples of that craft.) With their stripes, grids and zigzagging lines producing rhythmic geometric patterns, the textiles on view look as if they were designed by a mid-20th-century Modernist like Anni Albers.
The Naga were not just aesthetes, however. The things they made were loaded with codified meanings. Motifs woven into shawls and skirts could be read by others as indicators of identity, status, family relations and notable accomplishments. A striking example consists of gridded red and black squares and stripes. The museum label explains: “The large black boxes on each end represent the dark side of life, which could be made brighter only through headhunting and hosting feasts of merit. The red squares represent the parts of flesh distributed to the community after a successful headhunt, and the red on the edges commemorates the blood that has been spilled.”
For a modern viewer it is hard to fathom that something so lovely should be designed to celebrate such an abhorrent practice. The grisly style of a “Head Trophy” on display seems more appropriate. It consists of a series of woven rattan spheres hanging in a line ending at the bottom with a pair of human skulls, one of which has bull’s horns attached to each side. The horns, notes the museum label, were supposed to make the victim “deaf to the calls of his own community asking for the name of the man who had killed him.”
While this head trophy has a bracing and disturbing ugliness, what is more shocking is that headhunting was so thoroughly woven into the fabric of Naga culture at every level. Successful headhunters were like star athletes, admired by all and especially attractive to women. “A young man who had yet to bag a head would be teased by the girls in his clan, and simply ignored by those in other clans,” notes the introduction to “Naga Identities: Changing Local Cultures in the Northeast of India,” a book of scholarly essays sold in the museum bookstore and a must for anyone who wants to know more about the Naga. (There is no catalog for this show.)
More important, the Naga believed that bringing home heads would ensure the prosperity and general happiness of their village. It was important, for example, to consecrate with fresh heads the giant dugout log drums they made and used as musical instruments and as communication devices. On the other hand, daily life was not oriented around headhunting. It was an occasional activity pursued when villagers felt a need for community uplift. An old, former headhunter quoted in “Naga Identities” said, “Headhunting, that was like Christmas!”
Mostly the Naga devoted themselves to the less sensational practices of farming and constructing mountainside villages of considerable complexity. Old photographs in “Naga Identities” show big thatched-roof houses outfitted with monumental wooden sculptures. The Rubin’s show gives but an intriguing glimpse of how highly developed Naga culture was.
Since World War II, Nagaland has been rived by continuous violent conflicts between the Indian government and groups seeking independence and, internally, between radical and conservative factions. To the extent that the old Naga culture survives today, it is in the form mostly of nostalgic revivals catering to tourists. Younger Nagas generally are more interested in assimilating into Western consumer and entertainment cultures than in connecting to their precolonial roots. As it does everywhere in the world, modernity rolls on, fiercely.

How To Evict A King From His Castle: Manipur Royals Of India To Be Forcibly Moved By State Government

The modern world has once again collided with ancient customs in a bizarre drama in India’s remote northeastern state of Manipur. The titular king of Manipur, Leishemba Sanajaob, is engaged in a hunger strike and a sit-in to protest the state government’s plan to evict him and his family from Sana Konung, their ancestral palace, in the capital city of Imphal.
The BBC reported that the king’s aides said the eviction is unlawful and violates the terms of an agreement signed by the royal family and the state government. "The king feels betrayed because the government is violating a 2006 memorandum between the two that clearly said no decision would be taken about the palace without his consent," Puyam Tomcha, an adviser to the king, told the Independent newspaper.

The Manipur Cabinet wants to take over the palace and the surrounding property and convert it into a historical heritage site and tourist attraction. "The government will arrange for alternative accommodation for King Sanajaoba," a spokesman said. "We are taking over the palace to turn it around and preserve royal artifacts in it so that the future generations will know about the glorious past of Manipur." Indeed, another royal residence in Imphal, the Kangla palace, is already being turned into a museum.

Manipuri monarchs – who have neither real political power nor authority – have struggled in recent decades, having been forced to sell off properties and assets to survive. In contrast, the BBC noted, the royal family of Tripura, a neighboring state, has fared much better – they live in a section of the Ujjyanta palace in the capital city of Agartala, while the remainder of the property was acquired by the local government to house the legislative assembly. Tripura’s royals have some measure of influence in state politics and are wealthier than their poorer peers in Manipur.
Tripura and Manipur, which are located east of Bangladesh, close to the Burmese border, did not become part of the nation of India until October 1949, two years after India gained independence from Great Britain. (Some historians allege that the maharajah of Manipur at the time was forced to join India at gunpoint).

Nonetheless, the king of Manipur and his family are popular with part of the local population, who have long resented the presence of Indian military forces fighting a three-decade-long insurgency by separatists in the state. (Indian security forces have been accused of committing grave human rights abuses against Manipuri rebels, including torture, murder and forced disappearances).

Moreover, Sanajaob, whose royal lineage – the Ningthouja Dynasty -- is believed to be traced back to the time of Christ, is considered a “living deity” by many Manipuris. The Independent reported that some of his subjects have joined the king in his protest, fearing that forcibly moving him from the palace will further dilute Manipuri culture.

The king’s advisor, Puyam Tomcha, explained: "To the common man, the king is a god. He cannot work; he can only do religious work."

The Manipur royal family have a long and colorful history. They have occupied the Sana Konung palace since the 1890s, in the wake of the Anglo-Manipur war, which was triggered by the beheading of six British officers and led to the colonial British government ultimately seizing Manipur – giving it the distinction of being the very last independent princely state to be so conquered. The Kangla palace, where the Manipuri royals had lived for centuries, was seized by British troops, leading to the construction of Sana Konung.

But Sanajoab is only one of thousands of Indian kings, princes and princesses who live across the subcontinent and other parts of the globe. Many of these “monarchs” live ordinary lives; in fact, many struggle. This is partially due to the efforts of former Indian Prime Minister Indira Gandhi, who in 1971 decided  that the government would no longer subsidize more than 600 so-called princely states with royal entitlements. That forced many royals (including the Manipuri dynasty) to sell off properties to survive.

Rains have come more than three weeks late to much of Assam state, stunting the growth of tea buds and leaves.
Tea prices are on the boil in India because of uneven monsoon rains in the country’s northeast.
The monsoon arrived early over most of India this year, causing death and destruction in the northwest. But the rains have come more than three weeks late to much of Assam state, one of the world’s top tea growing regions.

As a result, temperatures have stayed five to six degrees Celsius above normal, stunting the growth of tea buds and leaves during the crucial months of May and June, a period that usually yields the best quality of tea from shrubs.

“Tea leaves have crumpled and appear reddish,” said Sujit Patra, joint secretary of the Indian Tea Association.

Tea prices have already risen around 10% over the past month. Common varieties of tea are now priced around 130 rupees ($2.18) per kilogram at wholesale markets in Kolkata, industry officials say. They warn prices could rise further.

Weather officials say a low pressure area has affected the distribution of the rains this year, causing floods over northern hill states and an unusually dry spell in the northeast.

Rainfall in Assam and the adjoining state of Meghalaya so far in June is 57% below average, according to the state-run India Meteorological Department. Forecasters expect rains to increase from this week, but that will only limit some of the damage given that tea output in May fell 7% from a year earlier, according to the Indian tea industry officials.

“The total quantity of production is likely to be less this year, but it is difficult to estimate right now,” said D.P. Maheshwari, managing director of Jay Shree Tea and Industries Ltd., one of the largest tea producers in the country.

India is the world’s second-largest tea producer. In 2012, it produced 1.13 million tons of tea. About 80% is consumed within the country.

“Abstract
INTRODUCTION:
Spontaneous orgasm triggered from inside the foot has so far not been reported in medical literature.
AIMS:
The study aims to report orgasmic feelings in the left foot of a woman.
METHODS:
A woman presented with complaints of undesired orgasmic sensations originating in her left foot. In-depth interview, physical examination, sensory testing, magnetic resonance imaging (MRI-scan), electromyography (EMG), transcutaneous electrical nerve stimulation (TENS), and blockade of the left S1 dorsal root ganglion were performed.
MAIN OUTCOME MEASURES:
The main outcomes are description of this clinical syndrome, results of TENS application, and S1 dorsal root ganglion blockade.
RESULTS:
Subtle attenuation of sensory amplitudes of the left suralis, and the left medial and lateral plantar nerve tracts was found at EMG. MRI-scan disclosed no foot abnormalities. TENS at the left metatarso-phalangeal joint-III of the left foot elicited an instant orgasmic sensation that radiated from plantar toward the vagina. TENS applied to the left side of the vagina elicited an orgasm that radiated to the left foot. Diagnostic blockade of the left S1 dorsal root ganglion with 0.8 mL bupivacaine 0.25 mg attenuated the frequency and intensity of orgasmic sensation in the left foot with 50% and 80%, respectively. Additional therapeutic blockade of the same ganglion with 0.8 mL bupivacaine 0.50 mg combined with pulsed radiofrequency treatment resulted in a complete disappearance of the foot-induced orgasmic sensations.
CONCLUSION:
Foot orgasm syndrome (FOS) is descibed in a woman. Blockade of the left S1 dorsal root ganglion alleviated FOS. It is hypothesized that FOS, occurring 1.5 years after an intensive care emergency, was caused by partial nerve regeneration (axonotmesis), after which afferent (C-fiber) information from a small reinnervated skin area of the left foot and afferent somatic and autonomous (visceral) information from the vagina on at least S1 spinal level is misinterpreted by the brain as being solely information originating from the vagina.”

Jimmy Wales Is Not an Internet Billionaire

According to Wikipedia, the Tampa International Airport is a public airport six miles west of downtown Tampa, in Hillsborough County, Florida. It’s also where Jimmy Wales flies in and out of a couple times a month, in coach, to visit his 12-year-old daughter, Kira, who is named after the protagonist in Ayn Rand’s anti-communist novel, “We the Living.” Kira lives with Wales’s ex-wife in a ranch-style home not far from the strip mall where Wales, along with a handful of colleagues he generally no longer speaks to, ran Wikipedia a decade ago. The original Florida address for one of the Internet’s most life-changing innovations is now a UPS store with a faded red awning. Next door is a Kahwa Café.
That was Wales’s old life. In his new one, he lives in London with Kate Garvey, his third wife, whom he often describes as “the most connected woman in London.” Garvey doesn’t have a Wikipedia page, but if she did, it would probably note that she was Tony Blair’s diary secretary at 10 Downing Street and then a director at Freud Communications, the public relations firm run by Matthew Freud, a great-grandson of Sigmund Freud, who is also Rupert Murdoch’s son-in-law. And that Blair, in his 2010 memoir, wrote that Garvey ran his schedule “with a grip of iron and was quite prepared to squeeze the balls very hard indeed of anyone who interfered.”
Garvey and Wales were married last October before about 200 guests, including the Blairs, the political operative Alistair Campbell, David Cameron’s former aide Steve Hilton and Mick Hucknall, the lead singer of Simply Red. Garvey’s maid of honor gave a toast teasing her friend for marrying the one world-famous Internet entrepreneur who didn’t become a billionaire. But the wedding was still covered in The Daily Mail and The Sunday Times, much to Wales’s excitement. “Front page, above the fold,” he told me of the latter. Wales pulled up The Mail’s Web site on his MacBook to show me some photographs from the reception. “That was surreal,” he said.
Wales has a complicated time balancing his new life with his old one. That was evident one morning this winter as he bounded into the lobby of the West End building where he rented office space and hurriedly signed himself in at the front desk. Wales, his brown Tumi bag slung over his shoulder, was 45 minutes late, disheveled and a little frantic. He had left the keys to his and Garvey’s Marylebone apartment at his place outside Tampa; the nanny, here in London, was stranded with the couple’s 2-year-old daughter. “I forgot to drop off the key,” he said. Just when Wales thought he might have to run home, his assistant, who is based in Florida, texted that a building manager had let the nanny in. Global child-care crisis averted.
Wales wore a too-tight black turtleneck under a black overcoat with a well-shorn beard, a look that could either read Steve Jobs superhero or Tekserve flasher. Almost any time you see Wales, 46, he looks like a well-groomed version of a person who has been slumped over a computer drinking Yoo-hoo for hours. After he composed himself, he explained that his office was too embarrassingly unkempt for public consumption. (“It’s a room with a couch, it’s a huge mess.”) So he joined me on a cracked sofa in a common lounge area downstairs. With its ratty Oriental carpets and mismatched folding chairs, the space exuded a bohemian chic look that Wales, a savvy purveyor of his own image, seemed to delight in showing off. The building, a condemned former BBC space, had been slated for demolition. Wales would soon be moving. “I’m not the Google guys,” he said.
London is often described as Britain’s New York, L.A. and Washington all in one — the center for finance, entertainment and politics. But there are conspicuously few traces of Silicon Valley. Wales gladly fills the void. Before he showed me his wedding photos, he talked about his new friend, the British model Lily Cole, who rented office space across the hall. Then he took a call from the Boston Consulting Group, the business-advisory firm, to discuss a speech he would be giving at the World Economic Forum. Wales uses a cheap smartphone made by the Chinese company Huawei that a friend bought him for $85 in Nairobi. The phone, which he often shows to reporters, is the perfect prop to segue to his current obsession of expanding Wikipedia onto mobile devices in the developing world. It is not, however, the perfect phone for participating in an international conference call with the Boston Consulting Group. Several calls were dropped. Wales suggested conducting the meeting over instant messenger, an idea that was rejected.
Once the call finally got under way, though, Wales seemed distracted. On his MacBook, he was following his Wikipedia “talk” page, where the site’s volunteers log their discussions and disagreements over entries. The page had lit up with a raging debate about the banning of some editors on the Turkish version of Wikipedia. Wales watched as the online version of a cafeteria food fight ensued. 
Wikipedia is built as a wiki — a Web site that allows users to collectively create, add and edit content — and more than a million people have edited at least one entry. But the veracity and updating of its more than 24 million encyclopedia entries relies largely on an army of more than 80,000 dedicated volunteers known as “the community.” This global collection of grass-roots volunteers makes for a collectively brilliant creation, but it can also lead to online hysteria and “edit wars” over minutia like how to categorize hummus. “They love it in Israel, so shouldn’t it be in Category: Israeli cuisine? ” one editor wrote on a Wikipedia page called “Lamest Edit Wars.” “Or is it a purely Arab food that Zionists have illegally occupied?”

Though Wales no longer runs the day-to-day operations of Wikipedia — traveling the world giving talks on free speech and Internet freedom — he still spends an inordinate amount of time interacting with, and thinking about, the community. Wales, or “Jimbo” as he is called, is the person the community turns to when disputes are not settled in their online arbitration committees. Wales may not speak Turkish or know much about Turkey, but he is the B.D.F.L., or the Benevolent Dictator for Life.
As B.D.F.L., Wales’s responsibilities are seemingly limitless. Before the Turkish debate, Wales had weighed in on arguments over whether the Wikipedia entry for the military historian Lynette Nusbacher should mention her gender change (he said it should, but the entry was later removed) and whether the entry on homeopathy should describe the practice as “quackery” (Wales agreed that it could, as long as the word “quackery” was attributed to the American Medical Association). “Argumentum ad Jimbonem” means dutifully following what Wales says, but there are even arguments about that. One Wikipedia editor said, for instance, that Wales was no longer comfortable with the B.D.F.L. description. (There is, among some, a debate over what to call him.) Some users have also disputed the Latinized version of “Jimbo.” (Should it be “Jimboni” or “Jimbini”?) Either way, the Google guys probably wouldn’t put up with this.
Wales doesn’t have much choice. He realized early on that the community would revolt if he were to monetize Wikipedia by selling ads. He may now travel the world giving speeches and even include Bono as a friend, but Wales’s celebrity relies largely on being the guy who made the sum of the world’s information free without making a penny himself. As such, his reputation remains inextricably linked to the noisy, online volunteers who got him there. It’s a tricky balancing act, and it all seemed to work fine until Wales moved to London and began to, or at least tried to, enjoy some of the trappings of his success.
Wikipedia, which is now available in 285 languages, gets more than 20 billion page views and roughly 516 million unique visitors a month. It is the fifth-most-visited Web site in the world behind Google, Yahoo, Microsoft and Facebook; and ahead of Amazon, Apple and eBay. Were Wikipedia to accept banner and video ads, it could, by most estimates, be worth as much as $5 billion. But that kind of commercial sellout would probably cause the members of the community, who are not paid for their contributions, to revolt. “The paradox,” says Michael J. Wolf, managing director at Activate, a technology-consulting firm in New York and a member of the Yahoo! board, “is that what makes Wikipedia so valuable for users is what gets in its way of becoming a valuable, for-profit enterprise.”
Wales suffers from the same paradox. Being the most famous traveling spokesman for Internet freedom brings in a decent living, but it’s not Silicon Valley money. It’s barely London money. Wales’s total net worth, by most estimates, is just above $1 million, including stock from his for-profit company Wikia, a wiki-hosting service. His income is a topic of constant fascination. Type “Jimmy Wales” into Google and “net worth” is the first pre-emptive search to pop up. “Everyone makes fun of Jimmy for leaving the money on the table,” says Sue Gardner, the executive director of the Wikimedia Foundation, the nonprofit that runs Wikipedia.
Wales is well rehearsed in brushing off questions about his income. In 2005, Florida Trend magazine reported that he made enough money in his brief stint as an options-and-futures trader in Chicago, before starting Wikipedia, that he would never have to work again. But that was before he had to pay child support and rent for homes in Florida and London. When I brought up the topic recently, Wales seemed irritated. “It rarely crosses my mind,” he said. “Reporters ask me all the time and expect me to say: ‘I’m heartbroken. Where’s my billion dollars?’ ” On two occasions, he compared himself to an Ohio car salesman. “There are car dealers in Ohio who have far more money than I’ll ever have, and their jobs are much, much less interesting than mine,” he said during one conversation. When his net worth came up again, he brought up Ayn Rand. “Can you imagine Howard Roark saying, ‘I just want to make as much money as possible?’ ” Wales asked rhetorically.
Wales likes to invoke the higher purpose of Wikipedia. He applies his libertarian worldview to the Internet and has taken on institutions like the United States government and Apple for threatening to curb the free exchange of information on the Web. He also packs his schedule with sponsored events that have supported his new life. These days, corporations, universities and foundations typically pay Wales more than $70,000 to deliver a standard but eloquent speech about Internet rights. Last fall, I watched Wales speak on a panel titled “Champions of Action” at the Clinton Global Initiative, the annual gathering that matches wealthy donors with worthy causes, run by the former president. Onstage in a darkened ballroom of a Sheraton Hotel in New York, he sat alongside Madeleine K. Albright, the former secretary of state; Paul Farmer, the Harvard professor and co-founder of Partners in Health; and Tawakkol Karman, a Yemeni human rights activist and a 2011 Nobel Peace Prize recipient. Wales was there, in part, to promote the site. (Wikipedia uses its donations to keep its servers running and for about 160 paid employees.) But in between discussing health access in Haiti and the uprisings in the Middle East, the misspelling of Karman’s first name on Wikipedia came up. “They write it, all the world, in the wrong way,” she told the crowd. “Maybe I have to show a passport or something.” Wales assured her that he had fixed the entry. 
Powerful people like to be around Wales. A common criticism is that Wales likes to be around them, too — and perhaps a little too much. During a visit to Los Angeles in February, Wales tweeted: “Lunch with Felicia. Dinner with Charlize. L.A. is . . . wow,” referring to the actresses Felicia Day and Charlize Theron. He also recently tweeted: “Just got measured for my clothes for Sean Parker’s wedding. This oughta be innerstin’. :-)” But, as I learned at the Clinton Global Initiative, some famous people treat Wales a little bit like their own personal editor. After the Karman incident, the hip-hop artist Will.i.am stopped Wales to complain about an error on his Wikipedia page. “Everyone thinks he’s William James Adams Jr., but it’s not James and it’s not junior,” Wales told me as he opened his MacBook and corrected the entry.

That kind of proximity to famous people doesn’t sit well with some members of the Wikipedia community who assert that Wales’s new life is, in some ways, contradictory to the egalitarian online world he created. Several contributors protested that Wales had used a firsthand, unsourced experience to change Will.i.am’s entry. A user called Fram said Wales had violated Wikipedia protocol, which requires factual information be attributed to published materials. “People are not necessarily trustworthy when it comes to personal information,” Fram wrote after changing Will.i.am’s full name back, referencing two published sources. The same rule applied when Wales tried to get his own birthday changed, from Aug. 8, 1966 (as his passport and driver’s license used to read) to his actual birthday, Aug. 7. “This is unverifiable information, I’m sorry to say,” he wrote on his entry’s talk page. “Maybe I’ll have to upload a signed note from my mom as documentary evidence.”
One of the amazing things about Wikipedia is how it has emboldened anonymous volunteers with the same power as established experts. In many ways, Wales has been similarly emboldened. He grew up in Huntsville, Ala., the son of a teacher and a retail manager, before he left to study finance at Auburn University. (“It’s pretty weird,” Wales said in 2005. “I used to be just a guy. Now I’m Jimmy Wales.”) At 20, he married Pamela Green, whom he met when he worked at an Alabama grocery store. Later, he worked briefly as a trader in Chicago where he met his second wife, Christine Rohan, a steel trader.
In 1996, when Wales still wore a shaggy beard, listened to Insane Clown Posse and quoted “This is Spinal Tap” in meetings, he co-founded Bomis, a search engine that came with a “Bomis Babe Report,” a blog with photos of scantily clad celebrities and porn stars. He and Rohan moved to San Diego to get in on the Internet boom. (In 2005, Wales objected on his Wikipedia page to an entry that said Bomis peddled porn. “The mature audience [NOT pornography] portion of the business is significantly less than 10 percent of total revenues,” he told the community.) Porn or not, Bomis’s profits financed Wales’s side project, Nupedia, an online encyclopedia with peer-reviewed entries written by experts and academics that served as the predecessor to Wikipedia.
Wales was obsessed with the idea of an online encyclopedia that anyone could edit. He had grown up reading his parents’ collection of World Book encyclopedias with stickers that marked updated entries, and in graduate school he developed an interest in the burgeoning open-source software movement that allowed programmers to collaborate. As Nupedia floundered and his business partners tried to expand Bomis, Wales saw a potentially larger cultural experiment in a free open-sourced encyclopedia and devoted almost all of his attention to it. In January 2001, he registered the domain names www.wikipedia.org and www.wikipedia.com. The project went live on Jan. 15, 2001, henceforth known as Wikipedia Day.
Like many Internet entrepreneurs of the early aughts, Wales aimed to create something cool first and worry about a business model later. And at first, Wikipedia was a hand-to-mouth operation. Wales, who relocated with Rohan to St. Petersburg, Fla., for cheap real estate, would hand deliver a check from Bomis to keep Wikipedia’s Tampa servers running. In those early days, Wales still thought he could turn his free encyclopedia into a billion-dollar idea. “I think Jimmy thought he could get very rich off this,” his friend and partner at Bomis, Terry Foote, told me. Foote, who went to high school with Wales, was the best man in his second wedding. He didn’t attend the third. “Fame tends to change people,” Foote said of their falling out. Wales mostly declined to discuss the status of his friendships from Wikipedia’s early days. “Moving to London has had a big impact on my social circle,” he said. “My wife, you know, knows everyone.”
The Internet bubble had burst before Wales could implement a revenue-generating business model for Wikipedia. After the crash, he was stuck with an oddity — a popular but penniless online encyclopedia run by strong-willed volunteers likely to reject the idea of advertising. But as Wikipedia grew, Wales undertook a shrewd branding transformation. In June 2003, he set up a nonprofit foundation to run the operation. In a 2004 interview with the Web site Slashdot, he publicized the mission statement that would definitively distance his Wikipedia future from his seedier Bomis Babe Report roots. “Imagine a world in which every single person on the planet is given free access to the sum of all human knowledge. That’s what we’re doing,” he said. Andrew Keen, a technology writer who has clashed with Wales, told me that Wales “was a soft-porn guy who stumbled on to this thing.” But Wales’s lofty goal got him a TED Talk in 2005. Then Bono personally invited him to the World Economic Forum in Davos.

  During that trip, people who were close to Wales say he morphed from a schlubby computer guy to an activist with dramatically improved access to information and power. His mantra of an Internet unconstrained by corporate or government interests resonated; Time magazine named him one of its 100 Most Influential People of 2006. The following year at Davos, Wales and Garvey were both named “Young Global Leaders.” (Wales, who separated from Rohan in 2008, says he first recalls meeting Garvey in Monaco in 2009. Their romantic relationship began in 2010.) “Jimmy has had an ongoing valedictory lap for having catalyzed one of the greatest creations in the history of human knowledge,” Jonathan L. Zittrain, a Harvard law professor and co-founder of the school’s Berkman Center for Internet and Society, said. “It’s hard to begrudge him for that. I think he’s been feeling his way around. It’s not like there’s a lot of precedent for this.”

But some have wondered if Wales, who couldn’t figure out a way to become rich off his innovation, was cynically making a play to cash in on being a great humanitarian. “Did Jimmy have the vision or did he settle into his spontaneous role?” asked Scott Glosserman, a filmmaker who spent a year with Wales filming “Truth in Numbers?” a 2010 documentary about Wikipedia. Wales had granted Glosserman and the other filmmakers unfettered access for the documentary, which turned out to be critical of Wikipedia, pointing out inaccuracies inherent in trusting a teenager as much as a tenured professor. Wales disliked the film and refused to help promote it. “It was like throwing the magic beans away and the next day seeing a beanstalk,” Glosserman said of Wikipedia’s evolution.
High-minded or not, empowering the masses has made Wales beholden to them. That was an easy enough dynamic when he lived in St. Petersburg, Fla., and drove a 4-year-old dented Hyundai, but being benevolent dictator becomes a bit more complicated when you’re going to parties with the Blairs. Despite the community’s occasional discomfort with his friends in high places, it’s clear that Wales has tried to use those connections to promote issues the community tends to care most about. Last January, the volunteers voted to make Wikipedia go dark to protest two pieces of antipiracy legislation in Washington, a move that contributed to the bills being blocked. Not long after the Stop Online Piracy Act (S.O.P.A.) blackout, Wales worked with The Guardian newspaper to prevent the extradition to the United States of Richard O’Dwyer, the 25-year-old whose search engine, TVShack.net, was suspected of promoting piracy. He also opposed the British government’s proposed Communications Data Bill (also known as the “snoopers’ charter”). Wales called the legislation that would have required the tracking of British citizens’ Internet, text and e-mails “technologically incompetent” and threatened to encrypt Wikipedia pages so they could not easily be monitored. Lawmakers have since shelved the bill.
Wales, however, ensures he is not taken for a radical. He treads carefully when weighing in on more extreme members of the free-culture movement, like Julian Assange — who he has criticized for using the “wiki” name — and online hacking collectives like Anonymous. Wales and I met for lunch the day after the 26-year-old computer programmer and Internet activist Aaron Swartz killed himself. The community had erupted with calls for Wales to weigh in, but he was hesitant. “People have been pushing me to comment, but I didn’t know him,” Wales told me. He has also stayed mostly mum on Edward Snowden, the contractor for the National Security Agency who leaked confidential information about widespread snooping by the United States government.
“Wikipedia expresses the very essence of the Internet,” Craig Newmark, the founder of Craigslist, told me. “Used to be the victors wrote history. Now everyone gets a chance.” Not even Wales is spared. After the site caught on, Wales tried to edit his own entry to call himself the sole founder. The trouble was that in 2000 he hired Larry Sanger, an academic and proselyte of an open-source Internet, to help him start his online encyclopedia. The idea of letting anyone (and not just experts) oversee the encyclopedia entries was Wales’s idea, but Sanger has said he talked a skeptical Wales into using wiki technology and came up with the name Wikipedia. Wales’s attempt to change his entry was a violation of Wikipedia protocol that sent the community into a tizzy. His page currently calls him the co-founder. An entire “controversy” section explains the Sanger dispute and references a 2001 New York Times article and a 2002 Wikipedia news release that both name Wales and Sanger as co-founders. “That’s funny, isn’t it?” Wales says in a way that makes clear he doesn’t find it funny at all. “It’s the dumbest controversy in the history of the world.” Sanger declined to comment for this article, but on the talk page of Wales’s entry, he wrote that “it was only when Wikipedia emerged into the broader public eye and Jimmy started jetting around the world” that he tried to rewrite history.
After separating from Christine, Wales briefly lived in New York and would travel to London frequently to visit Garvey at her Covent Garden apartment. In 2011, Wales, who didn’t travel outside the United States until he was 37, moved to London, and he and Garvey, who declined to comment for this article, found a rental in Marylebone. Wales seems to have adapted to this new life with ease. He uses Britishisms that make him sound a little like the famous faux-Brits Gwyneth Paltrow or Madonna. He told me he had “a good ol’ time” at the Olympics, where he attended beach volleyball and an equestrian event as Boris Johnson’s guest. Living in Marylebone is nice, he says, because “we have loads of friends and people pop by.” Unlike in the United States, where politicians are remote Wikipedia subjects, in Britain he “literally” (pronounced LIT-ruh-lee) knows them. “My wife,” he said again, “is the most connected woman in London.”
The community, however, would not be left behind. Since expanding his circle in London, Wales has recused himself from weighing in on certain Wikipedia entries, including Tony Blair’s page and several members of the House of Lords whom he now knows personally. Even so, the community questioned whether Wales had any part in an allegedly whitewashed entry on the Kazakh government, which Blair has advised. (Wales called the accusation “totally stupid.”) Even before he married Garvey, some members argued that he had grown increasingly out of touch. “Jimbo does not own Wikipedia,” wrote one volunteer. “He may have co-founded it, but so what? It has always belonged to the community.” Wales concedes that this is more or less true. “In theory, I have the authority to do anything and to make policy by fiat,” he said. “In practice, if I tried to do that, people would go crazy and revolt.” 

That collective ownership model won’t make anyone rich, but Wales argues that in the long run it makes Wikipedia far more enduring and valuable to society than Facebook or Twitter. It openly bothers Wales that Wikipedia doesn’t get more credit for events like the uprisings that led to the Arab Spring. “People like to talk about the Facebook and Twitter revolutions, but I think that’s the most superficial endpoint of the whole process,” he told me. “It’s incredibly important that people are able to self-organize and go demonstrate, but what led them to believe that was even possible?” He pointed to activists reading about the Orange Revolution in Ukraine, revolts in Europe and the early days of democracy in the United States. “It’s one thing to go out on the street and demand change,” he said. “It’s another to say, ‘O.K., we won, the bad guy’s gone, now what?’ ”

Wikipedia, he says, can inform those decisions. And that’s why Wales’s current project is to expand Wikipedia to the developing world. Last year, as part of a “Wikipedia Zero” campaign, the foundation established partnerships with telecommunications companies to provide mobile phones preloaded with Wikipedia in developing countries like Thailand, Malaysia, Serbia and, potentially, South Africa. In speeches, Wales largely focuses on this mission to spread the online encyclopedia to every person in the developing world at no data charge.
One night in New York, Wales took a break from his evangelism to have dinner with friends. He had just finished taping an appearance on “The Colbert Report” and wore a white dress shirt with an asymmetrical collar and purple trim piping by the British designer Ozwald Boateng. Six years ago, a less media-savvy Wales felt like he struggled on “Colbert.” This time he shut himself in the greenroom with a publicist. “Since you were last on, Wikipedia has been ubiquitous,” Colbert said. “You must be rolling in the cash, right?” Wales laughed it off, and reminded the audience that Wikipedia still needed their donations. At dinner afterward, he seemed adrenaline-fueled, coyly soaking up compliments on his successful performance. The next day he would be off to London, then Florida, then Germany, then California to deliver a keynote speech at a cybersecurity firm. The community, of course, would be with him all the way.
A few months later, as I was reading something he had written on the question-and-answer Web site Quora, I thought about Wales sipping wine out of milk glasses and eating oysters after “Colbert.” In response to a question about how to get his help with a start-up idea, Wales advised against using the type of buzzwords that impressed Bono before that first trip to Davos. “‘A world-changing next-generation platform for Gen Z blah blah blah’ — yuck,” he wrote. He advised aspiring Internet entrepreneurs to “treat me like a business person,” including, he noted, offering compensation with stock options — “yay.” Internet ubiquity is great and all, but it would be nice to get paid for it, too.

Indian Railways: When Eunuchs Invade Your Privacy!

The Free MindRecently, after a gap of five years, I had the opportunity of travelling on a train from Anand Vihar Terminal in New Delhi to Guwahati. I had booked a 2nd Class AC of the North East Express (Train No. 12506) through the Tatkal system.

Though an exciting journey, there were some observations that I personally made and felt that the Indian Railways could improve their services in these few areas.

1) Should waiting list/unreserved ticket holders be allowed to board trains? This first point is completely personal and it’s a tough call. When one has booked a 2nd AC ticket, it’s for comfort, peace and the cool air. However, with passengers without reserved/waiting list tickets boarding the AC compartments, seat sharing becomes an issue. They fill the compartment making it uncomfortable for reserved ticket passengers. Moreover, those with waiting list tickets tend to fill up the area between the two compartments near the toilet. Hence, going to toilet or to the next compartment also becomes a task.

2) Increase the number of trains between New Delhi and Guwahati: There are just four regular trains (North East Express, Brahmaputra Mail, Dibrugarh Rajdhani and Avad Assam Express)
that travel on daily basis between the two cities. The second Dibrugarh Rajdhani and Sampak Kranti travel just twice a week between the two destinations. Avad Assam is known for its delayed departures and arrivals and even cancellations when it arrives late and is not in a position to catch up with its departure time. Moreover, being trains that travel through major stations such as Kanpur, Mughal Sarai, Allahabad, Lucknow and Patna, to name a few, passengers from these places too travel in these trains. Therefore, this also calls for increase in the number of trains between New Delhi and the Northeast, especially Guwahati.

3) Free food please! If the Dibrugarh Rajdhani can provide meals at a fare rate of Rs 2,225 only in the 3rd AC, why can’t the express mails provide the same for at least 2nd AC when they charge a higher rate of Rs 2,345? On any given day, passengers prefer Rajdhani trains to express mails just because they provide food besides the speed – something the Express/Mail trains can take a cue from.

4) No chilled water. Really! By the time the journey was half complete, somewhere in Lucknow, the attendants selling water bottles brought normal (neither cold nor chilled) water with the excuse that the train had run out of ice. They further told us that we would not be getting any chilled water till Guwahati. For the Indian Railways to run out of ice and cold water, even for sale, is a sure sign of poor service.

5) No unwanted vendors please: Betel nuts, gutkhas, tea, electronics and what not. It’s really irritating when vendors selling products of every kind under the sun come with their more irritating high-pitch voice to disturb your resting or sleep. And all these in the 2nd AC compartment considering you’ve booked it for comfort and convenience. Moreover, frequent opening of doors don’t help either in the cooling of the coach.

6) Eunuchs and beggars in 2AC! This has to be the mother of all jokes or the Indian Railways is not serious about its service. As if unwanted vendors in the compartment are not sufficient to disturb passengers, I was shocked to see eunuchs and beggars in the 2AC compartment for their usual business. I hope I’m not dreaming, I said to myself with a pinch to make sure it was not a dream. While their entry into the AC compartment is as unexpected, irritating and disturbing as it can be, it is also a question mark on the security and safety of passengers, the very reason for having booked AC class tickets.

Travelling in an AC train is a pleasure that every passenger wishes to enjoy and cherish. However, with these ‘unexpected’ events and incidents that I observed, the journey was not comfortable. While resting or sleeping at night or during the day, you are concerned more about some ‘outsider’ coming in, picking up your belongings and walking off than enjoying the journey.

Perhaps, the Railway Ministry can look into the services provided in the trains and help improve it. After all, the Indian Railways is the pride of our country having the biggest network in Asia.

DHEMAJI/GUWAHATI: The flood situation in Assam took a serious turn today with over 100 villages inundated and nearly 50,000 affected people so far.

Ten more villages have been affected in worst-hit Dhemaji district taking the total to 35. An additional 10,000 people have been hit, the district administration said.

"There has been no casualty so far," an official said. The Assam State Disaster Management Authority (ASDMA) said that apart from Dhemaji, 70 villages have been affected in Golaghat, Kamrup, Karimganj and Jorhat districts.

While about 35,000 people are affected in Dhemaji, nearly 15,000 people are suffering in the other four districts.

The people in the villages have left their homes to take shelter on highlands.

Besides, over 900 hectares of agricultural land with standing crops are under water and nearly 5,500 animals and poultry are affected, ASDMA said.

People alleged that they have not received any relief and there were no rescue measures from the government, leading to protests during the day.

However, official sources said the district administration has directed the authorities concerned to provide adequate relief to the affected people.

The flood this season has also damaged six roads in Golaghat and a bridge. Embankments were breached at two places in Karimganj.

BJP for immediate implementation of ILP in Manipur

Mizoram and Meghalaya have enforced the system by passing their own legislations in the respective state Assembly

The BJP has demanded immediate implementation of Inner Line Permit (ILP) system in Manipur by passing a separate legislation in the state Assembly.

Enforcement of ILP system in the state was possible without the consent of the central government by passing a legislation in the House, party spokesman S Tikendra told reporters here last evening.

Mizoram and Meghalaya have enforced the system by passing their own legislations in the respective state Assembly, he said.

Various social organisations and students' bodies have been demanding introduction of ILP in the state for quite a long time.

Official sources said the state Assembly had passed a resolution in the ongoing session some days ago to urge the central government to initiate steps for implementation of the ILP system in the state.

A spokesman of the Joint Action Committee on ILP system, which has been spearheading the stir for implementation of the system, said outsiders had outnumbered the total tribal population in the hill districts of the state.

'We are not against the people from other states but steps must be taken to protect the identities of the indigenous people in the state,' he said.

Srinagar Attack: Mizoram’s Martyrs to reach home on Thursday

Aizawl, Jun 27 : The body of two soldiers killed along with six other Indian army personnel by terrorists in Srinagar on Monday will be brought to Mizoram on Thursday, official sources said.

The bodies of Havildar Lalrohlua (36) of Kelkang village in Mizoram-Myanmar border Champhai district and Lance Naik J Lalrinngheta (34) of Tuidam in Mizoram-Tripura border Mamit district were likely to reach the Lengpui Airport near Aizawl on Thursday.

The bodies of the two soldiers would be accorded full military honour at the Airport after which they would be taken to their respective native villages, the sources said.

Two other Mizo soldiers – Naik David Lalduhawma and Naik Lalrimawia, both residents of Aizawl, were also injured in the same attack and their conditions were described as not critical.

The Mizo soldiers belonged to the Assam Regiment and were deployed in Jammu and Kashmir as Rahstriya Rifles. 

Over 16000 Wild Animals & Birds Sold in Nagaland Market Annually

A comprehensive survey of the wildlife sold in the markets of Tuensang has resulted in a stunning record of the wildlife trade in the state of Nagaland in northeast India, as reported in a new study published in mongabay.com's open-access journal Tropical Conservation Science (TCS).

Once a week, researchers with the Sálim Ali Centre for Ornithology and Natural History and the Near Chang Baptist group entered the Tuensang market and carried out intensive surveys and interviews of vendors selling wild birds or mammals. Researchers noted the species, price, and quantity of each animal then extrapolated their data to determine the implications for the conservation of the Nagaland wildlife, which, as apart of the Indo-Myanmar sub-region, is in one of the world's 34 global biodiversity hotspots.

Eight different species of mammals, 35 species of birds, 2 species of amphibians and 2 species of mollusks were recorded after 52 surveys. The estimates suggest that a whopping total of 16,634 birds and mammals are sold each year in the Tuensang market alone. Out of that, 3,657 are mammals, and 13,067 are birds. The most common bird sold was the great barbet (Megalaima virens), which was recorded in the Tuensang market 264 times during the 52 surveys. The most common mammal was the Himalayan striped squirrel (Tamiops mcclellandii), which was recorded 159 times.

The study demonstrates the lack of enforcement and effect of local and national wildlife protection laws in Nagaland. The paper suggests that the lack of effectiveness is most likely due to strong native culture in Nagaland (only about 100 out of the 29,772 residents of Tuensang are non-natives), made up of some 225 native tribe. The researchers found that the animals in the markets were almost all hunted or collected by native tribes, such as the Chang, Yimchunger, Khiemungan, and Sangtam. India’s laws protect virtually all large wild animals from hunting, but these laws are often ignored in Nagaland because of cultural traditions of the tribesmen, who uses the animals for food, medicine, ritual purposes, or, a source of reliable income. Cultural taboos or preferences in the communities for specific species also dictated much of the market demand and pricing. For example, the common hoopoe (Upupa epops) is believed to cure asthma, and so is more expensive than other birds, and bought for often.

Adding to the problem is the fact that most of the habitats in Nagaland are locally owned. Ninety-three percent of the habitual land in Nagaland is owned and managed by clans, villages, individuals, and district councils. The remaining 7% is government-owned and protected, but the rest of the land is primarily used for hunting or Swidden (slash-and-burn) agriculture.

Overall, the researchers advocate for increased monitoring of all Nagaland markets to find out more about the use of wildlife in the state. But the article cautions that the cultural and economic aspects of the issue need the involvement and support of the locals in Nagaland before any meaningful change can be made.

Assam’s Disappeared, India’s Shame

Extra-judicial killings by security forces during the separatist insurgency continue to be a traumatic chapter for the people of the State

Several people have asked me why I chose to write a novel set against the backdrop of the Assamese insurgency. The truth is that I had to deal with the subject because my generation has grown up under the shadow of this violent conflict. It is impossible not to tell stories set amid the conflict because almost all my memories of childhood and adolescence have been shaped by it. In fact, when I was in my teens one of the most shameful episodes of human rights violation under Indian democracy was unfolding.
Throughout high school, I read reports in Assamese papers about the discovery of mutilated bodies or the massacre of entire families (such as poet and former insurgent Megan Kachari’s family) and heard stories from people in our ancestral village. My generation grew up amid this normalised sense of fear. Since it seemed so regular, and hence “normal”, a lot of us didn’t pay much attention to it until it touched us in some way. That happened to me in 2001, when a person called Jyotish Sarma was killed not very far from my house. The next morning, I was waiting for my school bus on Zoo Road Tiniali, Guwahati, when a few young men riding a Bajaj scooter stopped to tell me that I should return home, “because soon there will be trouble”.
I had a test in school that day. I couldn’t have skipped it. That afternoon, when I walked down from the bus stop to my house about an hour later than usual, my mother hugged me and cried because she was so worried. I told her about the demonstrations that had blocked the streets of Guwahati, delaying my school bus. Later, I learnt, the people had taken to the streets to protest against the government, tired of the mysterious murders.
Blood-stained stories
From that day onwards, I started asking my parents questions and reading the local papers keenly. All the stories I read were stained with blood. I understood that our government was systematically and extra-judicially killing innocent civilians, people who were considered sympathisers of the separatist movement led by the United Liberation Front of Asom (ULFA) who wanted a sovereign and free country of Assam. People say many who were killed and disappeared had nothing to do with the insurgency. They were either close friends or relatives of the rebels.
By then, a large number of rebels had surrendered. But a lot of them hadn’t. The government couldn’t lure them with its lucrative surrender schemes. Frustrated, it wanted to poke on raw wounds; touch where it hurt the most. ‘If you don’t surrender, we will kill your dearest sister, mother, father, brother, best friend, brother-in-law and we don’t care if they support the separatist movement or not’ — that was the message behind the killings. Masked gunmen visited the homes of these people at night to pick them up. Their bullet-ridden bodies were found in random places. Sometimes, they were never found. In the small rivers of Assam, in streams, in forests, mutilated body parts were discovered that were probably those of the victims.
The Secret Killings of Assam remain one of the most shameful, under-reported chapters of Indian democracy. Despite such widespread human rights violations, very little of it was covered by the Indian media and almost none by the international press. It is reminiscent of the Dirty War in Argentina: a period of state terrorism during the 1970s when approximately 22,000 people who opposed the military dictatorship were killed or disappeared.
Even now, the Secret Killings of Assam resurface only during the elections when contesting parties sling mud at each other. The media tell us that the K.N. Saikia Enquiry Commission’s report clearly indicates the complicity of the Indian government and the army in orchestrating these killings.
We still don’t know what the exact truth is. We would probably never have a clear picture and perpetrators would be never brought to book. All that remain are relatives of those victims. For the people who found bullet-ridden bodies, or heads or legs or fingers, of their family members, at least there is closure. But for the ones whose sons and sisters never returned home, it is a flame thriving on their blood, tears and sweat. In 2012, a family conducted the last rites of their son seeking such a closure — they constructed an effigy, dressed and cremated “him”. A local TV channel covered the news. I saw the mother howling and wailing over the effigy, hugging it, refusing to let it be cremated as if it was her son’s real body. Has closure really come for that mother?
Writing on fear
My generation grew up surrounded by this violence, just like the protagonist of my novel, Pablo, an adolescent boy growing up in this period — I heard his voice clearly in my mind. I also wrote this book because I was interested in the different ways in which fear percolates into the minds of people living under terror and what kind of choices they make due to this fear; because I wanted to celebrate the lives of people in rural Assam who have borne the brunt of Assam’s insurgency; because I wanted to suggest that life goes on despite everything; because I wanted to think deeply about the generation in Assam born around and after 1979 — a crucial year for Assam because it was the year ULFA was formed, the year the Assam Movement started; events that changed things forever for the worse.
Anger and the book
Anger was an almost insurmountable obstacle while writing the book. Anger at how human rights are recklessly violated in my home State by the security forces and the insurgents. Often, while writing, I would end up crying without being aware of it. But the novels I have loved and admired are about gross social injustice and at the same time, deeply political, subversive, tender and hopeful; the conflicts of the human heart are their central preoccupation. I was very worried that I would end up writing a book that I wouldn’t like reading and that is why I had to tone down the bitterness and anger while rewriting it. I wanted it to be an optimistic book that would look beyond the ugliness of violence. I didn’t want to write a bitter, angry story that would thrive on embracing victimhood because I do not believe that the perennially resilient people of Assam are victims; we are, rather winners, survivors.
Also, too much anger directed at the government would have placed Delhi (the seat of Indian government) centrally in my novel. I wanted to avoid that — because Assamese life has more meaning than the violence, than its relationship with Delhi. Assam may not be sovereign politically, or economically, but the Assamese imagination has to remain sovereign.

Mizoram De-Recognises CMJ Varsity Degrees

Aizawl, Jun 27 : Mizoram has officially asked all students from the State enrolled under the controversial CMJ University in neighbouring State of Meghalaya to withdraw and seek admissions elsewhere.

The university which was created under a Meghalaya State Act in 2009 is under a cloud following the Governor of Meghalaya, Ranjit Shekhar Mooshahary taking several steps against the University for conferring alleged fraudulent doctoral and MPhil degrees.

An official notification by the Mizoram Directorate of Higher and Technical Education de-recognised doctoral and MPhil degrees received from CMJ. A meeting held last May decided that CMJ degrees would no longer be recognised by the Mizoram Government, it said.

A fact finding team was sent to inquire into the situation earlier and reported back that the ‘university is a fraud’. The team reached this conclusion on the basis of the fact that the CMJ produced hundreds of PhD degrees in a year with a faculty which had only a few doctorates, their report said.

Meanwhile, the UGC which had granted CMJ its recognition for some courses had appointed a fact finding team which is yet to produce a report despite the turmoil the issue has caused among the 3,000-odd students who hail from across the region and the country. Following the Meghalaya Governor’s recommendations police investigations are on while the CMJ campus is locked.

Women In Peace Building In Northeast India

Based on my limited reading about the people from north east India from my school text books, I had drawn some similarity between the people there and the people in my home state, Jharkhand-that both of them are tribals; are similar to each other and are different from the non-tribals. However it was only during my post graduation, the syllabus of sociology gave a detailed narration of the diversity of the tribal groups existing in this part of the country. For example, there are as many as 272 ethnic groups comprising around 80 tribes among the Nagas with a population of about three and a half million spread across four states of India. Similarly in Manipur there are 32 ethnic groups with 29 major tribes and 2 ethno denominations. Similar diversity is also found among other north eastern states. North Eastern states have a total tribal population of 8,142,624.

During when I was enthralled to know about the vast culture of the area, I was disturbed to learn about the separatist movements going on there. The apathetic and negligent attitude of the central government for the development of this part of the country and its residents seem to me to be one of the reasons for continued separatist movements.

While India takes pride in its character of ‘unity in diversity’, of late It seems to be a country which is quite ‘divided’ and has led to what may be termed as ‘culture of conflicts’. Quoting a line from the bible would be relevant here: ‘Blessed are the peacemakers, for they shall be called the sons of God!’

But, how am I thinking of peace, when there are more than 40 battalions of the Indian Army and Paramilitary forces present and active in the North East region and have gunned down thousands of inhabitants? And where there are numerous rebel and armed groups within the ethnic communities themselves!

Ethnicity and separatism

We have seen how religion and ethnic movements have consolidated different groups and instilled separatist ideologies to push for group autonomy under the garb of their welfare and social reform (‘Brahma’ being one of them among the Bodos). The struggle for self determination and fight against the armed forces has turned into internal strife amidst traditional groups.

It is observed that in any conflict situation the women are the worst sufferers. Here also in such movements, intolerance, aggression and violence to the women of the communities are witnessed.

Through all these strife, women have been the sufferers of the most heinous crimes and injustice. No wonder that it’s only the women who have sacrificed for their families and community along with maintaining respect for their own cultural protocols and traditional values.

Women are not generally entitled to property rights under their un-codified customary laws and practices. However it feels nice to know of the existence of still some matrilineal communities like the Khasi women of Meghalaya which believes in property rights of women.

Peace building by women’s organisations

We have seen that with time several women’s organisations in the north east have come up to protect and promote the rights of tribal people especially the women. They are the Assam Boro Women’s Justice Forum, Nagaland’s Naga Mother’s Association, Naga Women’s union, Manipur Hmar Women’s Association, Arunachal Pradesh’s R.K Mosang Memorial Society, Tripura’s Borok Women’s Forum of Twipra, Dimasa women’s society, Manipur’s Zomi Mother’s Association, Assam’s All Tiwa Women’s Association, Rabha Women’s Council, The Manipur Women Gun Survivor’s Network, Control Arma Foundation of India etc. These women’s groups have helped the women deal with trauma and agony owing to armed conflicts. They also have worked towards the economic empowerment of the women affected by violence.

In this effort and struggle, two strategies have been adopted. One, which looks at building leadership among women and enabling them to understand the concepts of disarmament and non- military techniques to establish peace, and then focussing on their economic empowerment. The other strategy is to first economically empower the victimised women by compensating their loss and then creating an enabling environment to nurture their leadership. Both the models have helped in developing individuals into an organised and empowered group.

Both strategies emphasises on placing women on the negotiating table and representation of women in the various committees which can contribute toward governance and peace building. Some initiatives like ensuring enhanced presence of women in elected bodies, reservation of women in government services, creation of strong women’s pressure groups, larger women participation in national forums, employing more women in the para-military forces and designated women guards in relief camps during armed conflicts will go a long way in real empowerment of women and their role in conflict resolution and development of society.

One such significant example is the establishment of women’s cell in Nagaland Dimapur district followed by formation of women’s cell in Kohima and Mokokchung districts handling and interrogating all criminal cases related to women and children and such cells have been designated as anti-human trafficking units.

All these efforts carry the legacy of significant women’s groups in the North East that are still proactive like the Naga Mother’s Association. Matri Manch in Gauhati is formed by mothers whose sons had disappeared. They have fought against abuse of women. Similarly Mire Paibis (Women Torchbearers) that started in Manipur as Nashabandi to combat the ever increasing alcoholism got popular support and eventually it is campaigning against atrocities by the security forces.

However, whether all these strategies which are invoked by the women’s groups lead to their greater say in the peace building process in wake of apathy of the state toward promoting women’s groups and the inaccessibility of the groups and civil society to the administration is a question that remains unanswered. The women's bodies promoted by the government like State Women's Commission and women's bodies attached to the Department of Social Welfare at the dist levels are not active as per expectations. Members are mostly appointed on political preferences and govt has hardly any political will to make them effective. Similarly the role of media in highlighting the role of women in peace building and conflict resolution cannot be underestimated. But media has hardly played any visible proactive role in this sphere.

Delhi Transit Hub in Narcotics Corridor

: Data released by Narcotics Control Bureau on International Day Against Drug Abuse has once again shown how Delhi is rapidly emerging as a transit point of high-end drugs smuggled by international cartels.

While the capital lags behind other states in use of ganja and opium, it ranks high in consumption of party drugs such as ketamine and cocaine. Maharashtra is the top consumer of party drugs, according to this data. Between April 1, 2012 and March 31, 2013, a total of 143.43kg ketamine has been seized in Delhi compared to Maharashtra (2,170kg) and Tamil Nadu (596kg). Ketamine is produced illegally in the latter states for supply to southeast Asian countries. The fact that Delhi ranks three on the list when it is not even a major producer indicates it is a transit point. Police said this is due to its unique location between producers Afghanistan and Commonwealth of Independent States nations and consumers in southeast Asia.

According to top officers in the narcotics wing and NCB officials, pseudoephedrine—used to make party drugs like 'Speed' and 'Ecstasy'—is a good example of a transit drug. The total seizure of pseudoephedrine in the past one year in north, east and northeast India have been more than 4,500kg.

The figures also include a cocaine haul of 5,429kg and 180kg heroin. The cocaine circuit is dominated by African cartels who also engage in heroin trade. But most of the heroin seized in the capital are of southwest Asian origin and enters India through Pakistan border, says an NCB study.

Security agencies have long believed that some of the money in this trade is actually a portion of narcoterrorism wherein profits from selling this drug is used to fund terror activities. A total of 612.08kg hashish, 955.58kg ganja and 233.42kg opium were also seized from the capital in this one year. A new item on the list is ATS (amphetamine-type stimulants). Over 6.5kg ATS was seized in the city vis-a-vis Maharashtra (40kg).

"It is believed that, due to establishment of special ATS labs, some foreign operatives are using the country's huge chemical base to source raw materials and produce such drugs. Drug hauls on Delhi-Manipur route show they are being trafficked to Myanmar," the NCB noted.

"Recent seizures of Kolkata-bound consignments in eastern and northern India indicate that the mafia is using West Bengal's ports to smuggle banned drugs to South America. A group of pharmaceutical companies are handing out stocks from Uttarakhand. This is then brought to Delhi en route to northeast, Myanmar and Thailand. The processing is completed in factories there before the drugs are pushed backed to India. While a portion returns to party circles in Delhi and Mumbai, the rest is shipped out to Colombia and Uruguay where these drugs are in high demand," said an NCB official.

NCB also asked agencies to crack down on abuse of prescription drugs with the smuggling of codeine-based Phensedyl increasing across borders.

Tension Prevails in Meghalaya’s Garo Hills

Shillong, Jun 27 : Tension prevails in Garo Hills in western Meghalaya following Sunday’s killings of eight migrant coal miners by unidentified assailants, an official said here Wednesday.

“The situation is still tense but under control in Garo Hills. We are keeping a close watch on the prevailing situation,” Commissioner of Divisions and in-charge of Garo Hills Peter W. Ingty told IANS.

The government has rushed in six companies of central paramilitary forces – four companies of Border Security Force and two companies of Central Reserve Paramilitary Force – to maintain law and order in Garo Hills region.

Prohibitory orders have been clamped under Section 144 of the Criminal Procedure Code (CrPC), banning gathering of four or more people at one place in South and East Garo Hills. In West Garo Hills, the night curfew has been in place since Friday night.

Meanwhile, an official said that there is a panic among migrant workers, mainly from Assam, who fear fresh attacks on non-indigenous workers.

“At least 13,000 migrant workers have left Garo Hills and many more are leaving today (Wednesday) following the killings of the eight migrant coal miners from Assam,” Pravin Bakshi, district magistrate of West Garo Hills, said.

“Adequate security has been put in place to maintain law and order,” Bakshi added.

On Sunday night, eight migrant coal miners were killed and three others wounded at Garegittim and Nongalbibra areas in Meghalaya’s South Garo Hills district by a group of unidentified assailants.

The gruesome attack on the coal miners came after a mob turned violent while protesting an alleged bid to molest a mentally-challenged girl Friday night at Tura, the district headquarters of West Garo Hills.

A workshop in Nevada hopes to launch higher-education programs in drone studies. Working with both the University of Nevada-Las Vegas and University of Nevada-Reno, the unmanned aerial vehicle industry wants to start training people now for jobs they expect will exist in five years.

The Titans of Industry Workshop, held June 26-27 and hosted by the Nevada Governor's Office of Economic Development, the Las Vegas Global Economic Alliance, and the Nevada System of Higher Education, aims to put in the place the architecture Nevada needs for a thriving drone economy. Representatives of industry, government, and education will meet to figure out degree programs, certification plans, and the bureaucratic nuts and bolts of a whole new industry.

This wouldn't be the first time a college undertook a drone degree program to prepare for the future. In 2010, the University of North Dakota started two four-year degree programs, one aimed at creating more drone pilots. The second wants to train drone development professionals, with an education heavy on sensor equipment, meteorology, and aviation-specific mechanical engineering. The North Dakota program requires candidates to already have a Commercial Pilot Certificate, which limits the pool of applicants. It's not known yet what shape Nevada's drone degree program will take, but expect them to be somewhat similar, at least at first.

Both North Dakota and Nevada are strong candidates for selection as one of six early Federal Aviation Association drone test sites, designed to flesh out the rules and procedures needed before drones are set to enter regular commercial air space in 2015. Degree programs, like that offered in North Dakota and possibly offered in Nevada, make the states attractive to industry. If drones become the $82 billion industry by 2025 that the drone lobby predicts, having an early edge on creating technically skilled young people in the field will be a tremendous boon.
